The policy of upgrade clearly makes it possible to encourage small and medium-size companies (SME) Maghrebian with their effective insertion in the new world economic context. It in particular aims encouraging the local production, modernizing the management and information systems and at promoting industrial competitiveness. This article has the aim of putting in full light the experiment of upgrade of the companies, carried out by our neighbors Moroccan, and Tunisian who preceded us in this field.
