The Journal of advanced economic research is a semiannually scientific, specialized, non-profit, open-access journal, that is issued and edited by the Economics Commercial and Management Sciences faculty, from the University of Echahid Hamma Lakhdar in Eloued from Algeria. The journal carries original and full-length articles that reflect the latest research and developments in practical and advanced aspects of Economics, society, as well as human behaviors. Moreover, The Scientific Journal of advanced economic research aimed to contribute to the development and dissemination of knowledge. As well as, the journal is dedicated to the publication of original and advanced research in economics, commercial and management sciences, business administration, and accounting, technology, and innovation, marketing, human resource management, information, and management systems, governance. The journal's objectives are to disseminate sciences and knowledge within the framework of its specialization It targets postgraduate students, professors, and all researchers, whether in research or academic circles, government departments, or economic institutions at the national and international levels. The research is published in three languages: Arabic, English, and French. The journal is published in both print and online versions. The online version is for free access and download. Manuscripts can be sent at any time for the two journal issues (March and September).

فعالية الصكوك السيادية الاسلامية كتوجه بديل لتمويل الدولة -تجربة السودان- The effectiveness of Islamic Sovereign Sukuk as an alternative approach to State financing - The experience of Sudan-

الملخص: ملخص: تهدف هذه الدراسة إلى تسليط الضوء على أحد إشكاليات تمويل الدّول النامية عامّة. من خلال تدخّل الدولة على مستوى السوق المالي وإصدارها أدوات حكومية تضمن بها تحقيق تمويل طويل المدى من جهة وتدعم مستوى أداء النّظام المالي بمكوناته من جهة أخرى. وأمام تنامي النداء باللجوء إلى المالية الإسلامية بدلا من التمويل التقليدي، وقع اختيار الورقة البحثية على دراسة دور الصكوك السيادية الإسلامية في تحقيق تمويل فعّال للدولة بتوفير موارد مالية حقيقة لتدعيم توازن مؤشرات المسار التنموي. ومن خلال مسح عميق لأدبيات الموضوع، تمّ اعتماد منهج دراسة حالة واختارت الدراسة تحليل التجربة السودانية خلال الفترة 2017-2020 أين خلصت نتائجها إلى تحقيق الصكوك السيادية مساهمة فعالة في دعم الاحتياجات التمويلية للدولة وحتى في فترة جائحة كوفيد19، إذ سمحت بتوفير موارد ذاتية بدون ضغوط تضخمية للدولة ودعّمت نشاط سوق الخرطوم للأوراق المالية والرفع من درجة كفاءته وتمويل عجز الموازنة العامّة وكذا تمويل المشاريع بالقطاعات الاقتصادية المختلفة بالدولة السودانية. Abstract: The aim of this study is to shed light on one of the problems of financing developing countries in general. Through the intervention of the state at the level of the financial market and the issuance of government tools to ensure the achievement of long-term financing on the one hand and support the level of performance of the financial system with its components on the other hand. In view of the growing call for Islamic finance in place of traditional financing, the paper was chosen to examine the role of Islamic sovereign sukuk in achieving effective State financing by providing real financial resources to supporting the balance of development track indicators. Through a deep survey of the subject literature, a case study approach was adopted and the study chose to analyze the Sudanese experience during the period 2017-2020 where its results concluded that the Sovereign Sukuk made an effective contribution to supporting the financing needs of the state and even during the period of the covid-19 pandemic. It allowed the provision of self-resources without inflationary pressures to the state and supported the activity of the Khartoum Stock Exchange, raising the degree of efficiency and financing the budget deficit as well as financing projects in various economic sectors in the Sudanese state.

أثر إدارة المعرفة على تحسين أداء الموارد البشرية في بنك تنمية المدن والقرى في الأردن

الملخص: هدفت الدراسة إلى التعرف على أثر إدارة المعرفة في تحسين أداء الموارد البشرية في بنك تنمية المدن والقرى في الأردن، ومدى إدراك الأفراد العاملين فيه بأهمية إدارة المعرفة، وتحديد كيفية استخدام إدارة المعرفة على تحسين أداء الموارد البشرية في البنك وحسن تطبيقها. استخدمت الدراسة المنهج الوصفي والتحليلي. وقد أظهرت نتائج الدراسة أن هناك علاقة ارتباط بين إدارة المعرفة وأداء الموارد البشرية في البنك حيث جاءت بمستوى مرتفع، كما جاءت أبعاد إدارة المعرفة في البنك بمستوى مرتفع أيضاً. وقد أظهرت نتائج الدراسة أن أداء الموارد البشرية ككل جاء بمستوى مرتفع، كما أظهرت نتائج الدراسة وجود تأثير ذي دلالة احصائية لأثر إدارة المعرفة على تحسين أداء الموارد البشرية في البنك. This study aims at identifying the impact of knowledge management on the improvement of managing human resources in Cities and Villages Development Bank in Jordan (CVDB), and the extant to which individuals employees’ awareness of the importance of the knowledge management, and to determine how to use knowledge management to improve the performance of human resources in the bank and its proper application. The researcher relied on the descriptive and analytical approach to carry out the study. The results of the study showed that there is a correlation between knowledge management and human resources performance in the bank, as it came at a high level, and the dimensions of knowledge management in the bank were also at a high level. The results of the study showed that the performance of human resources as a whole was at a high level, and the results of the study showed a statistically significant impact of the impact of knowledge management on improving the performance of human resources in the bank.

الملخص: تهدف هذه الورقة البحثية الى دراسة وتحديد العوامل المؤثرة في بناء المؤسسات الناشئة المحتضنة محل الدراسة من وجهة نظر المرافقين، حيث اعتمدنا في هذه الدراسة على المنهج الوصفي باعتباره الانسب لهدا النوع من الدراسات ومنه وظفنا أداة المقابلة مع المرافقين (مسيري ومدربي) الحاضنة محل الدراسة، وهم يمثلون العينة المجتمعية، وقد توصلنا أن كل من معايير متابعة المحتضنين و خدمات الدعم والمرافقة لدى الحاضنة محل الدراسة محققة جزئيا هذا قد يكون راجع إلى تركيبة المرافقين، بين المسيرين ذو نظرة الإدارية والمدربين ذو نظرة ميدانية، أما بالنسبة الى المرافقة المتخصصة فهي محققة بمستوى عال قد يرجع الى حرص المرافقين على الاهتمام بهذا النوع من الاحتياجات التكوينية اتجاه هذه الفئة من المؤسسات . This research paper aims to study and identify the most important factors affecting the building of the emerging institutions incubated under study forme the point of view of the companions, where we relied in this study on the descriptive approach as it is the most appropriate for this type of studies, and from it we employed the interview tool with the companions (manager and trainers) of the incubator under study, they represent the community sample, and we have found that each of the stands for follow-up of the incubator and the accompaniment services of the incubator under study is partially archieved. This may be due to the companions keenness to pay attention to this type of training needs towards this category of institution Keywords: Business incubators, universities, institutions, construction.

الملخص: ملخص تهدف هده الدراسة إلى معرفة دور الذي يؤديه التحليل المالي في المؤسسة الاقتصادية حيث أصبح ضرورة ملحة للتخطيط المالي السليم والتحقق من مدى نجاح المؤسسة أو تعثرها في تحقيق الأهداف والحصول على دلائل تبين ما ادا كانت سياسة المؤسسة سليمة أم تحتاج إلى تعديل ومن ثمة المساعدة في عملية اتخاذ الإجراءات التصحيحية قبل أن تفلس المؤسسة نهائيا.وقد جمعت البيانات اللازمة لهده الدراسة من خلال استبانه أعدت وطورت لتتلاءم مع أهداف الدراسة.بالإضافة إلى دلك سعت الدراسة لاختبار فرضيات الدراسة الأربع العدمية.ومن أجل تحليل البيانات استخدمت الباحثة برنامج الحقيبة الإحصائية للدراسات الاجتماعية spss الدراسة إلى مجوعة من النتائج أهمها:توجد علاقة تأثير بين التحليل المالي والفشل المالي في المؤسسة الاقتصادية ،وبناءا على نتائج الدراسة قدمت عدد من التوصيات منها: العمل على توعية المؤسسات على أهمية البحث العلمي وخاصة في المجال المالي والتعاون من الباحثين من حيث توفر البيانات الصادقة والدقيقة لهم . Abstract: The main objective of the present work is to know the role which canbe played by financial analysis in economic enterprises, as it has become an important necessity for proper financial planning and to verify the extent of enterprise ’s success or failure in achieving the defined goals also to obtain evidences that shows whether the enterprise ’s policy is sound or needs to be modified, then help in the process of taking Corrective measures before the final bankrupt of the enterprise. The used data in this study was collected through a questionnaire prepared and developed to suit the study objectives. In addition, thethe presented work sought to test the study’s four nihilistic hypotheses .In order to analyze the data, the researcher used the spss statistical package for social studies program. The work resulted in a set of results, the most important are: There is an impact relationship between financial analysis and financial failure in the economic enterprises.Based on the study results, a number of recommendations were made, including: Working to raise awareness of entreprises on the importance of scientific research, especially in the financial field, and cooperation from researchers in terms of providing them with honest and accurate data.

Comparing touristic sites and destinations marketing branding between Algeria and Tunisia

الملخص: Abstract: This study seeks to find out the degree to which the idea of trademarks is actually activated and applied in the field of marketing tourist destinations, especially by observing global trends; Where do we find that countries and cities like businesses, all over the world, are under fierce competitive pressure to promote themselves as brands; As a result, we made the decision to examine Tunisian case studies that had successful examples of branding for marketing places and tourist destinations and compare them with their Algerian counterparts in terms of studying the literature and terminology as well as the methods and means used. Due to the National Tourism Office of Algeria limited tasks and resources, which hampered the implementation of the axes of the Tourism Development Director Plan « TDDP » for the horizons of 2030, particularly the axis of promoting Algeria as a tourist destination, the results showed performance gaps and significant differences from the Algerian side compared to its Tunisian counterpart. خلاصة: نسعى في هذه الدراسة إلى معرفة الدرجة التي يتم بها تفعيل فكرة العلامات التجارية وتطبيقها فعليًا في مجال تسويق الوجهات السياحية، لا سيما من خلال مراقبة الاتجاهات العالمية؛ أين نجد أن البلدان والمدن مثل الشركات وفي جميع أنحاء العالم، تتعرض لضغوط تنافسية شرسة للترويج لنفسها كعلامات تجارية؛ ونتيجة لذلك ، اتخذنا ارتأينا فحص الحالة التونسية التي كانت لها أمثلة ناجحة للعلامات التجارية للأماكن التسويقية والوجهات السياحية ومقارنتها مع نظيراتها الجزائرية من حيث دراسة الأدبيات والمصطلحات وكذلك الأساليب والوسائل المستخدمة. أظهرت النتائج ضعف أداء المكتب الوطني الجزائري لمهامه وموارده المحدودة، مما أعاق تنفيذ محاور المخطط التوجيهي للتهيئة السياحية «TDDP» لآفاق عام 2030، لا سيما محور الترويج للجزائر كوجهة سياحية، حيث ظهرت فجوات واختلافات كبيرة من الجانب الجزائري مقارنة بنظيره التونسي.

الملخص: ملخص: نهدف من خلال هذه الورقة البحثية إلى تسليط الضوء على إمكانية استخدام أساليب الري الحديثة ودورها في تحقيق التنمية الزراعية المستدامة في الزراعة الجزائرية وهذا من خلال تحليل الواقع الجزائري، حيث تطرقنا في البداية إلى ماهية التنمية الزراعية المستدامة وبعدها تناولنا أهم أساليب الري الحديث والمشاكل التي تعالجها هذه الأساليب وفي الأخير عالجنا علاقة الري الحديث بتحقيق التنمية الزراعية المستدامة بالجزائر مع الإشارة إلى التوصيات في آخر الدراسة، متبعين بذلك المنهج الوصفي والمنهج التحليلي في جل مراحل الدراسة. Abstract: Through this research paper, our aim is to shed light on the possibility of using modern irrigation methods and their role in achieving sustainable agricultural development in Algerian agriculture, through an analysis of the Algerian situation. We begin by defining sustainable agricultural development, then we discuss the most important modern irrigation methods and the problems they address. Finally, we address the relationship between modern irrigation and achieving sustainable agricultural development in Algeria, with reference to recommendations in the conclusion of the study, following both the descriptive and analytical methods throughout the study.
