الملخص

ملخص: تحاول هذه الدراسة تسليط الضوء على موضوع دور منظمة الصحة العالمية في إدارة أزمة جائحة كورونا في مقابل بروز قوى عالمية قد بينت حسن إدارتها لهذه الأزمة على غرار الصين، وذلك من خلال التركيز على محورين أولهما؛ تبيان الكيفية التي تمت بها إدارة أزمة جائحة كورونا من قبل كل من منظمة الصحة العالمية والصين، ثانيهما؛ تبيان توظيف أزمة جائحة كورونا لتفعيل الدور الصيني مقابل الأمريكي داخل منظمة الصحة العالمية، وقد خلصت الدراسة إلى التأكيد على تراجع دور المنظمة على المستوى العالمي وهو ما كشفته الجائحة ووقوعها تحت رحمة التمويل والمساعدات الأمريكية خاصة، في ظل عدم وجود تلك السلطة التي تمتلكها المنظمات الأخرى على غرار المنظمة العالمية للتجارة في الضغط على الحكومات فيما يخص مسألة التمويل، وهو ما أوجب ضرورة وحتمية الدعوة إلى إصلاح المنظمة. Abstract: This study sheds light on the World Health Organization’s role in managing the crisis of Coronavirus pandemic in comparison with the effective performance that some emerging global powers have demonstrated in addressing this ubiquitous crisis, such as China. The way this crisis has been managed by both the World Health Organization and China as well as the wielding of this crisis to activate the Chinese role within this organization are to be examined and analyzed in this article. This study concludes by displaying the declining role of this organization at the world stage as well as its dependence on the U.S. funding and assistance, which makes it exposed to external influence in its mission, particularly due to the lack of leverage on governments worldwide regarding financing. Therefore, a reform program for this organization is highly required.
