نحو بناء وتفعيل نظام الإنذار المبكر بالمخاطر الوبائية لمواجهة الجيل الرابع المتوقع لفيروس كورونا في الجزائر– حتمية ما بعد جائحة فيروس كورونا كوفيد-19 (نموذج مقترح)

الملخص
هدفت هذه الدراسة إلى البحث في إشكالية بناء وتفعيل نظام الإنذار المبكر بالمخاطر الوبائية في الجزائر، وحتمية التوجه نحو تفعيل المنظور الاستراتيجي في مواجهة هذه المخاطر القائمة، حيث خلصت هذه الدراسة إلى وضع نموذج مقترح تكاملي لتفعيل نظام الإنذار المبكر بالمخاطر الوبائية في الجزائر، انطلاقًا من مدخلات النظام المتمثلة في رصد معلومات الفيروسات إلى مخرجاته المتمثلة في الاستجابة والتصدي والاستعداد، مرورًا بعمليات النظام المتمثلة في الاستشعار والكشف والتحليل واتخاذ القرار، بشكل يحقق نوعًا من الانسجام بين التوجهات الإستراتيجية المحلية والعالمية. واستنادًا إلى النتائج المتوصل إليها فقد أوصت الدراسة بعدد من التوصيات من أهمها: ضرورة أن تعمل الحكومة الجزائرية على وضع نظام للإنذار المبكر بالمخاطر الوبائية وأن تربطه بالنظام العالمي لاستشعار المخاطر وكشفها واتخاذ القرارات في ضوء ذلك، في ظل تنامي التوقعات بظهور فيروسات أشد خطورة من فيروس كورونا كوفيد-19 المستجد مستقبلًا. Abstract: This study aimed to investigate the problem of building and activating the early warning system of epidemic risks in Algeria, and the imperative to move towards activating the strategic perspective in the face of these existing risks, as this study concluded with the development of an integrated proposal model to activate the early warning system of epidemic risks in Algeria, based on the system's input of monitoring virus information to its outcomes of response and preparedness, through the system's processes of sensing, detection, analysis and decision-making, in a manner that achieves a kind of harmony between the local and global strategic directions. And based on the findings, the study recommended a number of recommendations, the most important of which are: the need for the Algerian government to develop an early warning system for epidemic risks and link it to the global system for sensing and detecting risks and taking decisions in light of this, in light of the growing expectations of the emergence of viruses more dangerous than the emerging Corona Covid-19 virus in the future.
