الملخص
تهدف هذه الدراسة إلى تسليط الضوء على صيغة سكنية اعتمدتها الدولة في إطار صيغ عروض السكن الموجهة للتملك بالمدار الحضري ضمن الصيغ السكنية ذات الطابع الاجتماعي، والمتمثلة في صيغة العرض العقاري العمومي، التي تمكن الدولة من خلالها كل مواطن يتوفر على الشروط المحددة قانونا من وعاء عقاري مهيأ، بالإضافة إلى إعانة مالية مباشرة، ليتولى هذا الأخير استكمال انجاز سكنه في إطار البناء الذاتي، حيث حاولت الدولة مؤخرا تفعيل هذه الصيغة السكنية عن طريق المرسوم التنفيذي رقم 19-259، المؤرخ في 28 سبتمبر 2019، المتمم للمرسوم التنفيذي رقم 10-235، المؤرخ في 05 أكتوبر 2010، الذي يحدد مستويات المساعدة المباشرة الممنوحة من الدولة لاقتناء سكن جماعي، أو بناء سكن ريفي، أو سكن فردي منجز في شكل مجمع في مناطق محددة في الجنوب والهضاب العليا، ومستوى دخل طالبي السكنات، وكذا كيفيات منح هذه المساعدة. This study aims to shed light on a housing formula adopted by the state within the framework of housing offer formulas targeting ownership in urban areas within socially-featured housing formulas. It is represented by the public real-estate offer formula through which the state enables every citizen, who meets the legally-defined conditions to obtain a prepared real-estate in addition to an immediate financial aid, for the latter to undertake the proceedings of the housing construction within the framework of self-build construction. The state has recently attempted to activate this housing formula through Executive Decree No. 19-259 of September 18, 2019, complementary to Executive Decree No. 10-235 of October 05, 2010, which determines (1) the direct aid levels granted by the state to acquire collective housing, or build rural housing or individual housing realized in the form of a complex in specific areas in the South and the Hauts Plateaux, (2) the income level of the housing seekers, as well as (3) the forms of granting such aid.
