The Social and Human Sciences Review is an international Refereed scientific bi-annual and free of charge, open-access journal published by Larbi Tebessi University, Tebessa, Algeria. It was founded in 2005 and is interested in the dissemination of original applied research, which has not been previously published and which is treated in a documented scientific method in the field of policy and law sciences, international relations, and public administration. The review publishes original research and scientific studies in the fields of social and human sciences in all its branches. It provides an academic platform for doctoral students, university teachers and all Researchers, whether in research circles, academic or government departments or economic institutions at the national and international levels. The review contributes to the dissemination of innovative works in various fields and this by providing authentic research that is presented accurately and objectively in a scientific manner that conforms to the specifications of the articles. The journal opens a space for those with scientific abilities to contribute to the new topics related to the field of specialization to be published every semester (June - December). All the newspapers around the world are very welcome in the international journal. The review accepts, for submission, articles written in Arabic, English and French. The importance of human resources management in university

الملخص: Abstract: The university is one of the most important educational institution, all over the world, with regard to its main functions: higher education and scientific research. It focuses on the higher education and research to help train better qualified graduates. The training of its human resources necessary for the development of human capital with high performance. Consequently, human resources management is a significant function of the university. This research focuses on the importance of application of human resources management in university as a very important factor for scientific, social and economic development of any society.
