The journal of Teacher Researcher of Legal and Political Studies : Is a free international scientific semiannual journal, published by the Faculty of Law and Political Science of University Mohammed Boudiaf Msila, which published the first issue in March 2016. The journal publishes all studies and scientific research characterized by originality, seriousness and scientific honesty in the three languages. Arabic - French - English, in the fields of law, political science. The aim of the journal is to activate the movement of scientific research and to develop studies related to the fields of the journal, with the aim of achieving a scientific quality that is advantageous for readers and researchers interested in the field of legal and political studies, which has a positive impact on scientific research in general and on the general approach of scientific research in Algeria. The journal is intended for doctoral students, professors and researchers interested in the fields of legal sciences and political science. The journal also has a specialized scientific body which ensures and guarantees the authenticity of the scientific research presented and its seriousness, as well as a window for specialized national and foreign researchers in the legal and political fields, thus contributing decisively the development and sustainability of scientific knowledge and the appeal of all active researchers around the world. To enrich and support scientific research in all its aspects and specialties, which benefits all stakeholders in their fields, and ensure the quality and continuity of scientific contributions, for scientific mobility in line with the quality of higher education.

الملخص: يشهد موضوع حماية البيئة من النفايات المنزلية وما شابهها في الوقت الراهن، اهتماما بالغا، حيث اصبح من أهم مواضيع الساعة سواء في الدراسات القانونية أو الاقتصادية وحتى الاجتماعية، لذلك نهدف من خلال هذه الدراسة الى تبيين الاضرار الايكولوجية للنفايات المنزلية، بعد أن أقرت العديد من الدول بصعوبة التحكم فيها، بسب كمياتها المعتبرة المنتجة يوميا، و كذا كيفية مساهمة الجباية البيئية كآلية جديدة تدعم وتعزز وسائل الضبط التقليدية في حماية البيئة من النفايات المنزلية، حيث أصبحت تساهم في المعالجة القانونية والبيئية لمشاكل التلوث بمختلف أشكاله، وذلك بفضل مبدأ الملوث الدافع، الذي تطور مفهومه كمدلول اقتصادي الى مبدأ قانوني ذو بعد بيئي، يعمل على تحقيق مقتضيات التنمية المستدامة، كما يؤدي الى خلق توازن بين الاهداف التنموية من جهة والأهداف البيئية من جهة أخرى، لذلك نصت عليه مختلف التشريعات الداخلية والاتفاقيات الدولية وأكدت على ضرورة تحميل الملوثين تبعات الاضرار التي تلحق بالبيئة بواسطة ضرائب ورسوم بيئية في إطار قاعدة كل من يلوث يدفع. Abstract: The subject of environmental protection in the face of household and similar waste is of great importance today, because it has become one of the most important subjects , whether in legal, economic or social studies. Therefore, we aim through this study to show the ecological damage of household waste, after many countries have realized the difficulty of controlling it, given the large amount that is produced daily. As well as the contribution of environmental taxes as a new mechanism that supports and strengthens traditional control methods in protecting the environment for household waste and the like, as it contributes to the legal and environmental treatment of pollution problems in all its forms. This is thanks to polluter pays principle, whose concept has evolved from an economic principle to a legal principle with an environmental dimension, and works to achieve the requirements of sustainable development, as well as to create a balance between development. on the one hand and environmental goals on the other ,therefore, it was stipulated by various national laws and international agreements and stressed the need to hold polluters responsible for the consequences of environmental damage through environmental taxes and fees under the polluter pays rule.
