نظام مقترح لمعايير تقييم أداء الأستاذ الجامعي وفق مبادئ الجودة في مؤسسات التعليم العالي

الملخص
أنشئت الجامعات في العالم قديما وحديثا لتقوم بأعمال محددة لا تستطيع أي مؤسسة أخرى القيام بها بنفس الجودة التي تستطيع الجامعة أن تحققها، إلا أن هذا يتطلب منها القيام بمسؤولياتها، والنهوض لمواجهة التحديات التي تواجه المجتمع، لذا وجب عليها أن تقوم بعمليات تقييمية من حين لآخر من أجل معرفة مواطن القوة والضعف في المنظومة الجامعية ككل، سواء من الناحية الإدارية أو البيداغوجية، أو من ناحية الأنشطة البحثية والعلمية التي تربطها بمحيطها الاقتصادي والاجتماعي، ومن هذا المنطلق تعتبر عملية التقييم ضرورة ملحة لتحديد ووضع مستويات معيارية متوقعة ومرغوبة ومتفق عليها للأداء في مؤسسات التعليم العالي بالجزائر، وبهذا تهدف الدراسة الحالية إلى اقتراح نظام سنوي لمعايير تقييم أداء الأستاذ الجامعي حسب عدة مجالات وأبعاد، تتعلق بتقييمه لنفسه، أو من وجهة نظر الطلاب الذين يدرسهم، أو تتعلق بتقييم الإدارة له، يتضمن هذا النظام عدة مجالات مثل طرق التدريس، تمكنه من أدوات البحث العلمي، ومدى استعماله للتكنولوجيا الحديثة لنظم المعلومات. Universities in the world were established, in the past and present, to carry out specific work that no other institution can do with the same quality that the university can achieve, but this requires it to fulfill its responsibilities and rise to meet the challenges facing society, so it must carry out evaluations from time to time from time to time. In order to know the strengths and weaknesses of the university system as a whole, whether from an administrative or pedagogical point of view, or in terms of research and scientific activities that link it to its economic and social environment, and from this standpoint the evaluation process is considered an urgent necessity to define and set expected, desired and agreed standard levels of performance in higher education institutions In Algeria, and with this the current study aims to propose an annual system of standards for evaluating the performance of the university professor according to several areas and dimensions, related to his evaluation of himself, or from the viewpoint of the students he teaches, or related to the evaluation of the administration to him, this system includes several areas such as teaching methods, enabling him to tools Scientific research, and the extent of its use of modern technology for information systems.
