التنظيم القانوني لحماية الطفل من المخاطر غير التقليدية Legal Regulation To Protect Children From Non-traditional Risks

الملخص
يكون الطفل في خطر كلما تهددت صحته وأخلاقه وتربيته وامنه وسلامته الدينية والنفسية والجسدية مخاطر تقليدية كتعاطي المخدرات والتسرب المدرسي ،والمشاكل الاسرية ، والمجتمعية على اختلافها ، ليتفاقم الضر اذا ما كان الخطر غير تقليدي من حيث نطاقه العابر للحدود ، وعدد ضحاياه ،وسرعة انتشاره وصعوبة اكتشافه ، ليتطلب الأمر تدخلا غير تقليدي من خلال تصنيف الأخطار الالكترونية الى اخطار ذات ضرر مباشر بالطفل ، وأخرى يتحقق فيها الضرر بصورة غير مباشرة لمعالجتها ومحاربتها سواء على المستوى الدولي اوعلى المستوى الاجتماعي الوطني بآليات تشريعية وإعلامية ، وتربوية وتعليمية . The child is in danger whenever his health, morals, upbringing, security, and religious, psychological, and physical safety are threatened by traditional dangers such as drug abuse, school dropout, and family and societal problems of all kinds . The harm is exacerbated if the danger is unconventional in terms of its cross-border scope, the number of its victims, the speed of its spread and the difficulty of its detection : so it requires a non-traditional intervention by classifying electronic dangers into dangers that directly harm the child, and others in which the harm is achieved indirectly ; to address and combat it, whether at the international level or at the national social level, through legislative, media, and educational mechanisms
