أثر الانفاق الحكومي المخصص للتعليم على حجم الاقتصاد غير الرسمي في الجزائر

الملخص
تستهدف الورقة البحثية موضوع الانفاق الحكومي على التعليم وحجم الاقتصاد غير الرسمي في الجزائر خلال الفترة 1970-2019، وبالاعتماد على نموذج قياسي بسيط من متغيرين (حجم الاقتصاد غير الرسمي كمتغير تابع وحجم الانفاق الحكومي على التعليم كتغير مستقل) وبعد التأكد من وجود تكامل مشترك بين متغيرات الدراسة ووجود علاقة توازنية في الأجل الطويل تم تقدير معلمات نموذج شعاع تصحيح الخطأ التي بينت وجود تأثير معنوي سالب لحجم الانفاق الحكومي المخصص للتعليم على حجم الاقتصاد غير الرسمي، وهو ما يتوافق مع نتائج العديد من الأبحاث والدراسات، وتؤكد النتائج المتوصل إليها على دور المستوى التعليمي الجيد في إدراك المخاطر التي قد يتعرض لها الأشخاص عند خرقهم للقانون، وهي النقطة التي يتوجب الحرص عليها من طرف واضعي السياسات وصانعي القرار في محاولة دمج أنشطة الاقتصاد غير الرسمي. The research paper targets the topic of government expenditure on education and the size of the informal economy in Algeria during the period 1970-2019, based on a simple standard regression model of two variables (the size of the informal economy as a dependent variable and the size of government expenditure on education as an independent variable). After verifying the existence of a co-integration between the study variables and a long-term equilibrium relationship, the parameters of the Vector Error Correction Model were estimated and showed a negative significant effect of the volume of government spending devoted to education on the size of the informal economy, this complies with the results of many other previous researches and studies, and the findings confirm the role of a good quality education in realizing the risks that people may be exposed to when they violate the law, a point that must be taken care of by policy makers and decision makers in trying to integrate the activities of the informal economy.
