الإتحاد الأوروبي: تحديات ومعوقات أشهر النماذج التكاملية European Union: Challenges And Constraints Of The Most Famous Integrative Models

الملخص
تنصب الورقة على معالجة مسألة من مسائل الإتحاد الأوروبي، إذ لا يزال هناك من يراهن عليه، كونه تمكن منذ نهاية التسعينات تحقيق إنجازات إقليمية مبهرة مثل الوحدة المالية لمنطقة اليورو والتوسعات الكبيرة نحو الشرق، ليشكل بذلك النموذج الإقليمي والتكاملي الأنجح. يبقى أن واقع الإتحاد الأوروبي يعكس وجود جملة من التحديات والأزمات الخانقة التي يعانيها، والتي تعتبر من بين مؤشرات تراجع المكتسبات الوحدوية وتقهقر المسار التكاملي الأوروبي، من بينها نكسات ما بعد 2016 وأخرها البريكست. كما تهدف الدراسة بذلك إلى تبيان مواقع الخلل في النموذج الوحدوي الأوربي، الذي أضحى ينقصه القوة لمواجهة تداعيات العولمة وترتيباتها الجديدة. فغياب الوحدة السياسية وفقدان الاستقلالية الإستراتيجية والعسكرية، الإخفاقات في إدارة الأزمات وأحدثها أزمة جائحة فيروس كورونا، أخذ يبدد الآمال حول أداء الاتحاد ومستقبله ووزنه في معادلة القوة الجديدة في العالم، خاصة وأن الميزة الأساسية للبيئة العالمية هي احتدام التنافس على التموقع الإستراتيجي خاصة بين الصين والولايات المتحدة الأمريكية. The research paper focuses on addressing a European Union issue, on which there is still a bet, since, at the end of the 1990s, impressive regional achievements, such as the financial unity of the euro area and large expansions towards the east, were able to shape the most successful regional and integrative model. The reality of the European Union continues to reflect the existence of a number of challenges and stifling crises, which are among the indicators of declining unitary gains and regressing European integration, including post-2016 setbacks, most recently the Brexit. In doing so, the paper aims to illustrate the dysfunctional locations of the European unitary model, which is now lacking the strength to cope with the repercussions of globalization and its new arrangements. The absence of political unity, the loss of strategic and military independence, the failures in crisis management and the latest crisis in the Corona virus pandemic, is wasting hopes about the functioning, future and weight of the Union in the new power equation in the world, especially since the primary advantage of the global environment is the intense competition for strategic positioning, especially between China and the United States of America.
