الملخص
تتناول الورقة البحثية موضوع صنع القرار في الاتحاد الأوروبي، بالتركيز على الهيكلية التي تشكل الأطر الأساسية لهذه العملية. كذلك التركز على أهم مؤسسات الاتحاد الأوروبي التي تتدخل في عملية صنع وإتخاذ القرار، والتعريف بها وبصلاحياتها. أهمية الورقة والموضوع المعالج ترتبط بأهمية القرار الأوروبي نفسه الذي يرتبط إرتباط وثيق بالسياسة الخارجية للإتحاد التي يجب التعمق في فهما لأجل فهم التوجهات والتحركات الأوروبية إزاء الأطراف الإقليمية والدولية. تهدف الورقة إلى تحليل كيفية صنع القرار السياسي الأوروبي في إطار المؤسسات الأوروبية، مع الإشارة إلى الأطر القانونية المنظمة للعملية في معاهدة ماستريخت وما تلاها من تعديلات قانونية، كرست لعملية قرارية دقيقة وملزمة. The paper addresses decision-making in the European Union, focusing on the structure that constitutes the basic frameworks for this process. It also focuses on the most important institutions of the European Union that intervenes in the decision-making and decision-making process and makes them known and their terms of reference. The importance of the paper and the issue addressed is linked to the importance of the European decision itself, which is closely linked to the foreign policy of the Union, which must be further understood in order to understand European trends and movements’ vis-à-vis regional and international actors. The paper aims to analyse how European political decision-making within the framework of European institutions, with reference to the legal frameworks governing the process in the Maastricht Treaty and subsequent legal amendments, devoted to a delicate and binding decision process.
