الإنتخابات الرئاسية الأمريكية - بين تعقيدات النظام الإنتخابي و متطلبات تكريس الديمقراطية -

الملخص
تتناول هذه الدراسة موضوع الإنتخابات الرئاسية الأمريكية التي تعتبر من أعرق النظم الإنتخابية بالنظر إلى تكريسها بموجب دستور 1789 مع تحديد إنتخاب الرئيس الأمريكي بطريقة غير مباشرة، لذا تكتسي الإنتخابات الرئاسية الأمريكية أهمية بالغة نتيجة المركز الدستوري القوي للرئيس الأمريكي. يهدف الباحث إلى إبراز مدى تعقيد مراحل الإنتخابات الأمريكية التي تتميز عن الأنظمة الإنتخابية المقارنة لاسيّما في مداها الزمني إلى غاية يوم الإقتراع، مع بحث مدى تحقيقها لأسس الديمقراطية، لذا تتمحور إشكالية هذه الدراسة فيما يلي: ما مدى تكريس الإنتخابات الرئاسية الأمريكية لأسس الديمقراطية في ظل الإعتماد على الإنتخاب غير المباشر؟ و قصد معالجة الموضوع في مختلف جوانبه تم الإعتماد على المنهج الوصفي المناسب لهذه الدراسة بالإضافة إلى المنهج التحليلي، وفي الختام تم التوصل إلى عدة نتائج أهمها سيطرة الحزبان الديمقراطي و الجمهوري على الساحة السياسية و المقاعد في الكونغرس يؤثر بشكل مباشر في تحديد الرئيس الأمريكي، كما أن ضعف الإقبال على التصويت يقتضي مراجعة النظام الإنتخابي الذي وضعه المؤسسون بهدف تعزيز الديمقراطية الأمريكية. This study examines the subject of the United State presidential elections, which is considered one of the oldest electoral systems, which is under the Constitution of 1789 with the election of the USA president indirectly, so the United State presidential elections is so important due to the strong central constitutional status of the USA president. The researcher aims to highlight the complexity of the stages of the American elections, which distinguishes from the comparative electoral systems, especially in their time until polling day, while examining the extent to which they have achieved the foundations of democracy. Therefore, the problem of this study is as follows: To what extent is the United State presidential election dedicated the foundations of democracy in light of the reliance on indirect elections? In order to address the issue in all its aspects, It has been based on the appropriate descriptive approach to this study in addition to the analytical approach, and in conclusion we find that, the control of the Democratic and Republican parties in the political arena and seats in Congress directly affects the chosen of the USA President. Also Poor voter turnout requires a review of the founders' of the electoral system to promote American democracy.
