الهندسة الإدارية (الهندرة) بين المفاهيم والتطبيقات

الملخص
الهندسة الإدارية هي تفكيك للجهاز الإداري للمؤسسة أو المنظمة أو الشركة من الأساس وإعادة هندسة نظم إدارتها وعملياتها ثم بنائها بشكل جديد كلياً، يواكب متطلبـات العصر مع الاستغلال الأمثل للثورة التكنولوجية والمعلوماتية. مفهوم الهندرة أصبح الآن على لسان فئة معينة من أفراد المجتمع، أساتذة الإدارة وطلبة الجامعات في بعض التخصصات، بالإضافة إلى القيادات الإدارية ورجال الأعمال، كما أصبح من المفاهيم المعروفة في الإدارة والتنظيم في العالم بشكل عام. هذه الدراسة تسلط الضوء على هذا المفهوم من خلال الإجابة على التساؤلات التالية: ماذا نقصد بالهندسة الإدارية؟ وما هي دواعي القيام بها وما هي خطواتها؟ وهل هناك تطبيقات عالمية يمكن الاستفادة منها في مؤسساتنا؟ Reengineering est le démantèlement du système administratif d’une organisation à partir des fondations pour réorganiser ses systèmes d’opération et de gestion afin de les reconstruire pour qu’ils puissent faire face aux exigences actuelles. La notion de Reengineering devient actuellement plus claire chez une catégorie distincte intéressée par l’administration. Dans cette étude, on va répondre aux questions suivantes: que signifie reengeneering ? quelles sont les raisons et les étapes de son application ? et peut –on trouver des expériences dont pourraient bénéficier nos institutions? Reengineering is the dismantling of the administrative system of an organization from the foundation to reorganize its operating and management systems in order to rebuild them again and to be able to persue all current challenges. The concept of reengineering is now becoming clearer in a separate class interested in the administrative thing.This study answers the following questions: What does reengeneering mean? what are the reasons and the stages of its implementation? And could we find global experiences from which our institutions can benefit?
