الملخص
تعيش الجزائر ظروف مالية صعبة نتيجة اعتماد اقتصادها الوطني شبه الكلي على مداخيل المحروقات مع اختلال الميزان التجاري، مما جعل التركيز ينصب على البدائل الأخرى التي بإمكانها تصحيح هذا الاختلال وبالتالي بناء اقتصاد قوي لا يتأثر بالعوامل الخارجية المحددة لأسعار المحروقات والتي لا تملك الجزائر قدرة السيطرة عليها أو التحكم فيها... لذلك جاءت هذه الدراسة العلمية بهدف إبراز إمكانية البلدية في المساهمة وبشكل فعال في تقليص الفجوة بين الواردات والصادرات على المستوى الكلي، وخلق ثروة حقيقية من خلال تثمين ممتلكاتها وإمكانياتها وكذا استثمارها وبصورة مباشرة في انجاز مؤسسات ذات طابع اقتصادي وتجاري طالما أن القانون يسمح بذلك على المستوى الجزئي. النتائج المتوصل إليها من خلال هذه الدراسة تشير بان البلدية في الجزائر حالما تغير وجهتا نحو الاتجاه الاقتصادي ستتحول من مجرد مرفق تقليدي ساكن إلى مؤسسة اقتصادية حركية منتجة تتجاوز عجزها المالي المزمن وتحقق التنمية المحلية المنشودة. Long live Algeria a difficult financial conditions as a result of the almost total dependence of its national economy on hydrocarbon revenues, with an imbalance in the trade balance, Which made the focus on other alternatives that can correct this imbalance and thus build a strong economy that is not affected by the external factors that determine fuel prices, which Algeria does not have the ability to control or control... Therefore, this scientific study came with the aim of highlighting the ability of the municipality to contribute effectively in Reducing the gap between imports and exports at the macro level, and creating real wealth by valuing its properties and capabilities, as well as investing it directly in the realization of institutions of an economic and commercial nature as long as the law allows this at the micro level. The results obtained through this study indicate that the municipality in Algeria, as soon as it changes its orientation towards the economic direction, will transform from a mere static traditional facility to a dynamic productive economic institution that exceeds its chronic financial deficit and achieves the desired local development
