الملخص
لم تشفع لنا الوصفات الجاهزة التي استعرناها من الشرق والغرب والتي كنا نعتقد أنها تحقق لنا ما حققته في بيئيتها الأصلية، واعتقدنا كذلك أننا بذلك اختصرنا الوقت والجهد وسنقطف ثمرة ما وصل إليه الشرق والغرب بدون جهد، ولكن هيهات..هذه الورقة البحثية تهدف إلى تبيان الخلل الحاصل بين عوامل النجاح لبعض النماذج الإدارية، ومنها النظرية اليابانية، في بيئتها الأصلية وأسباب الفشل خارجها وذلك بطرق علمية مستخدمين أدوات منهجية كالمنهج البيئي المقارن والمقارنة المرجعية. من النتائج التي توصلت إليها هذه الدراسة اعتبار أن مشروع المجتمع أو طرق إدارته وتسييره يجب أن تكون نابعة من بيئته وقابلة للتجسيد في ذات البيئة تتماشى مع خصوصياته الثقافية والاجتماعية والاقتصادية من جهة، وتنطلق من خلفية تاريخية وأبعاد جغرافية من جهة أخرى، ذلك ما دفعنا لتبني نموذج إداري جزائري يتوافق مع هذه المعطيات ويتماشى مع إرثه الحضاري العربي الإسلامي، وبعديه التاريخي والجغرافي. The ready-made recipes that we borrowed from the East and the West, which we believed would achieve what they achieved in their original environment, did not intercede for us We also believed that by doing this we would shorten the time and effort, and we would benefit from the fruit of what the East and West achieved without effort;but unfortunately, this research paper aims to show the imbalance between the success factors of some administrative models, including the Japanese theory, in its original environment and the reasons for failure outside it, with scientific methods using methodological tools such as the comparative environmental approach and benchmarking Among the findings of this study is the consideration that the community project or its management and management methods must stem from its environment and be able to be embodied in the same environment in line with its cultural, social and economic specificities on the one hand, and stem from a historical background and geographical dimensions on the other hand, that is what prompted us to adopt An Algerian administrative model who agrees with these data and is in line with his Arab-Islamic civilizational heritage, and its historical and geographical dimensions
