الملخص
إن أهم ميزة تطبع معالم النظام البرلماني كما نشأ وتطور في بريطانيا هي قيام العلاقة بين السلطتين التشريعية والتنفيذية على أساس الفصل المرن بما يسمح لكل سلطة امتلاك آليات ووسائل للتأثير على السلطة الأخرى تفضي في النهاية إلى قيام توازن ومساواة بينهما. لذلك ترمي الدراسة إلى تبيان مظاهر تدخل السلطة التنفيذية في مجال السلطة التشريعية وفي الوقت ذاته تبيان مظاهر تأثير سلطة التشريع في مجال التنفيذ، بالشكل الذي يجنب طغيان وهيمنة احداهما على الأخرى ويسهم في خدمة الاستقرار المؤسساتي داخل الدولة. The most important feature that characterizes the aspects of the parliamentary system as it originated and evolved in Britain is the establishment of the relationship between the legislative and executive branches on the basis of flexible separation, allowing each branch to have mechanisms and means to influence the other, leading ultimately to a balance and equality between them. Therefore, the present study aims to show the manifestations of the intervention of the executive branch in the legislative one, and; at the same time, to show manifestations of influence of the legislative branch in the field of implementation, in a way that avoids tyranny and dominance of one branch over the other, which; in fact, contributes to the service of institutional stability within the state.
