Description
"Journal of Rights and Political Sciences" is an open-source, peer-reviewed, not-for-profit, biannual scientific journal published by the University of Abbés Laghrourr - Khenchela-. It was founded in 2014, focusing on articles specialized in the field of law, political science, and related disciplines, aiming to publish academic articles and scientific knowledge directed to the public of researchers specializing in its fields, whether they are university professors or research professors and Ph.D. students, and those interested in the legal and political fields. The journal is originally available for the field of law, political science and relevant fields in a comparative manner such as legal sociology, Islamic jurisprudence, law, legal, political and Islamic economics,. Articles are published in Arabic, English and French languages. They are required to be genuine, serious, not previously published or submitted for publication, characterized by scientific integrity and have a relationship and influence in the legal and political environment that has a direct impact on activating the role of institutions and research laboratories and submitting constructive proposals within the framework of modernization and development of scientific research in the disciplines targeted in the journal.

تحضيرا لإصدار المجلد 14/ العدد 01 / جانفي 2027 ( الرقم التسلسلي 27 )
تُعلن هيئة تحرير مجلة الحقوق والعلوم السياسية، الصادرة عن جامعة عباس لغرور – خنشلة – الجزائر، إلى جميع الباحثين من داخل الوطن وخارجه، الراغبين في نشر مقالاتهم في مجالي الحقوق والعلوم السياسية، أنه ووفقًا لما تم برمجته عند إصدار المجلد 13 ، العدد 01 بتاريخ 30-01-2026، والذي تقرر بموجبه أن تكون الأعداد القادمة باللغة الإنجليزية،
فقد تقرر فتح باب استقبال المقالات باللغة الإنجليزية خلال الفترة التالية:

كما تؤكد رئاسة تحرير المجلة على ضرورة الالتزام بقواعد النشر العامة المعلنة عبر موقع المجلة على منصة ASJP :
لغة المقال لا تفرض ترجمة بيانات المرجع الأجنبي؛ بل تبقى الإحالة في الهامش باللغة الأصلية للمرجع.
يوضع المقال في النموذج الجديد الخاص بالمجلة "Template" ، والمحين بتاريخ 10-10-2026 ، و الذي يمكن تحميله من خانة "تعليمات للمؤلف" عن طريق الموقع الإلكتروني التالي: https://www.asjp.cerist.dz/en/PresentationRevue/76

In preparation for the publication of Volume 14, Issue 01, January 2027 (Serial No. 27)
The Editorial Board of the Journal of Law and Political Science, published by Abbas Laghrour University – Khenchela – Algeria, hereby announces to all researchers from Algeria and abroad who wish to publish their articles in the fields of law and political science that, in accordance with the arrangements announced upon the publication of Volume 13, Issue 01
dated 30-01-2026, whereby it was decided that forthcoming issues would be published in English,
the submission of articles in English will therefore be open during the following period:

Le Comité de rédaction de la Revue de Droit et de Science Politique, publiée par l’Université Abbas Laghrour – Khenchela – Algérie, informe l’ensemble des chercheurs, de l’intérieur et de l’extérieur du pays, souhaitant publier leurs articles dans les domaines du droit et de la science politique, que conformément aux dispositions annoncées lors de la publication du du Volume 13 / Numéro 01 en date du 30-01-2026, au terme desquelles il a été décidé que les prochains numéros seraient publiés en langue anglaise,
la réception des articles rédigés en anglais est ouverte durant la période suivante :

قواعد النشر العامة :
أولاً: شروط تقديم المقال
- اللغة:
تُكتب المقالات باللغة العربية أو الإنجليزية أو الفرنسية بلغة سليمة وواضحة، مع مراعاة الدقة اللغوية والأسلوب الأكاديمي. ويُستحسن إخضاع النص للمراجعة اللغوية المتخصصة.
- القالب: يجب تقديم وثيقة المقال على شكل ملف Word فقط، وفق النموذج الجديد أو المحين الخاص بالمجلة Template.
- المقال الذي لا يتوفر على الشروط الشكلية والموضوعية للمجلة يُرفض مباشرة. - عدد الصفحات:
يتراوح عدد صفحات المقال من 15 صفحة كحد أدنى إلى 25 صفحة كحد أقصى، عدد الصفحات الأقل أو الأكثر ترفض مباشرة. - الملخص:
لا يتجاوز الملخص باللغة العربية واللغة الإنجليزية أو الفرنسية الصفحة الأولى من المقال. - الأصالة:
يجب أن يكون البحث المقدم للنشر أصيلاً، يتسم بالجدية والموضوعية وسلامة اللغة، ولم يسبق نشره بأي شكل من الأشكال في أي مجلة أو مؤلف.
كما يجب ألا يكون المقال مستلاً من رسالة أو مداخلة أو بحث آخر، وذلك تحت مسؤولية المؤلف. - فحص نسبة الاقتباس العلمية:
يخضع المقال لفحص عبر برنامج خاص على مستوى منصة ASJP لحساب نسبة الاقتباس:
- نسبة الاقتباس المقبولة: أقل من 20%.
- نسبة الاقتباس الأقل من 30%: تخضع للسلطة التقديرية لرئيس التحرير، أي أن ما بين 20% وأقل من 30% يُترك لتقديره.
- نسبة الاقتباس تساوي أو اكثر 30%: المقال مرفوض
- رقم هاتف المؤلف:
يُفضل إدراج رقم هاتف المؤلف المرسل أسفل الصفحة الأولى، وهو شرط اختياري. - طريقة الإرسال:
ترسل المقالات عن طريق المنصة الجزائرية للمجلات العلمية ASJP فقط.
لا تقبل المقالات التي ترسل عبر بريد المجلة الإلكتروني.

لا تقبل أي طلبات لأي إضافة على المقال بعد إرساله. ويعتبر المقال المرسل في وضع معالجة من رئاسة التحرير، وعليه يلتزم المؤلف بعدم إرساله أو نشره في مجلات أخرى، إلا بعد رفضه من رئاسة التحرير أو سحبه من طرف المؤلف.
ويكون السحب بتقديم طلب إلى رئاسة التحرير، وتخضع الموافقة عليه لمبررات المؤلف والسلطة التقديرية لرئيس التحرير.
ثانياً: التنسيق الشكلي للمقال
· المتن- باللغة العربية هو Sakkal Majalla حجم 14 وباللغة الأجنبية Times New Roman حجم 12، على أن يكون التباعد بين الأسطر بمسافة 1.15،
· لا يجب مضاعفة الفراغ بين الأسطر أو المباعدة بين الفقرات.
· قائمة المصادر والمراجع في نهاية البحث تُدرج بطريقة آلية.
· الأشكال والجداول:
o ترقيم الجداول والأشكال.
o وضع العناوين فوق الأشكال والجداول.
o وضع المرجع أسفل الأشكال والجداول.
ثالثاً: نظام التوثيق والإحالة
- توثق جميع المصادر والمراجع الواردة في المقال وفق نمط التوثيق الأكاديمي المعتمد من المجلة في المتن بأسلوب APA الإصدار السادس.
- يجب أن تكون الإحالات داخل المتن وقائمة المراجع متسقة وكاملة، وبطريقة آلية.
- إذا كان المقال مكتوباً بالعربية أو الإنجليزية أو الفرنسية ، واستعان المؤلف بمرجع مكتوب بلغة أخرى، فيجب أن تُكتب بيانات التهميش أو الإحالة الخاصة بذلك المرجع باللغة التي كُتب بها المرجع نفسه، لا بلغة المقال.
- القاعدة: لغة المقال لا تفرض ترجمة بيانات المرجع الأجنبي؛ بل تبقى الإحالة في الهامش باللغة الأصلية للمرجع.
رابعاً: لغة المراجع والمصادر
- في المقال المكتوب باللغة الإنجليزية: يُشترط أن تكون غالبية المراجع المعتمدة منشورة باللغة الإنجليزية.
يُفضل الاعتماد على مصادر علمية متاحة لجمهور أكاديمي دولي، مع الاعتماد على المقالات المنشورة في الأعداد السابقة للمجلة عند الحاجة. - يمكن استخدام المراجع العربية في المقالات المكتوبة باللغة الإنجليزية عند الحاجة العلمية، مع ضرورة:
o إدراج العنوان الأصلي باللغة العربية إلى جانب ترجمته الإنجليزية بين قوسين.
o الحفاظ على جميع العناصر الببليوغرافية الأصلية: اسم المؤلف، العنوان، دار النشر، سنة النشر، إلخ.
- تبقى الإحالة إلى المرجع الأجنبي باللغة الأصلية للمرجع، ولا تُترجم إلى لغة المقال.
خامساً: الأخلاقيات والمسؤوليات
- يتحمل المؤلف كامل المسؤولية عن دقة وصحة واكتمال جميع المراجع والإحالات الواردة في مقاله.
- المجلة لا تتحمل مسؤولية أي سرقة علمية ترتكب ولم يتنبه إليها المحكمون.
- المؤلف مسؤول عن جودة وصحة محتوى المقالات التي ينشرها. وعليه فإن رئيس التحرير ومنصة ASJP غير مسؤولين بشكل مباشر أو غير مباشر عن الإغفالات أو عدم الدقة أو الأخطاء المتعلقة بالمقالات التي تم قبولها للنشر.
- في حال وجود مؤلفين مشاركين، تكون المسؤولية مشتركة بين كافة المؤلفين.
ترسل منصة ASJP إخطاراً بإرسال المقال إلى كل المؤلفين، ويمكن لأي مؤلف مشارك الاعتراض على إرسال المقال بالاتصال برئاسة التحرير مباشرة. - الامتناع عن الدعوة بأي شكل من الأشكال إلى العنف أو الإرهاب أو الجريمة أو التعصب أو العنصرية أو التمييز الجنسي، أو الطابع التشهيري أو المهين أو العدواني الذي يستهدف الأشخاص والهيئات والدول. ويكون المؤلف مسؤولاً عن كل تعبير واضح أو ضمني.
يجب احترام القيم والمبادئ التي تحكم الجمهورية الجزائرية الديمقراطية الشعبية وقوانينها وقواعدها، وكذلك السلطات والمؤسسات التي تمثلها. - احترام القواعد العلمية والمنهجية ومعايير الأخلاق الأكاديمية والأصالة المطلوبة في إعداد المقالات العلمية.
- إن عدم الالتزام بهذه الإرشادات قد يؤدي إلى رفض المقال أو إعادته إلى المؤلف لإجراء التعديلات اللازمة قبل إحالته إلى التحكيم العلمي.
سادساً: حقوق النشر والإتاحة المفتوحة
- يلتزم المؤلف عند إرساله المقال بالانضمام إلى حركة الإتاحة المفتوحة.
- لا يدفع المؤلفون مقابل النشر.
- يمكن تحميل كل مقال في المجلة العلمية مجاناً من منصة ASJP.

General Publication Guidelines
First: Article Submission Requirements
1. Language
Articles may be written in Arabic, English, or French in clear and correct language, with due attention to linguistic accuracy and academic style. Authors are encouraged to have their manuscripts professionally proofread.
Template: The article must be submitted exclusively as a Word document, using the journal’s new or updated Template.
Any article that does not comply with the journal’s formal and substantive requirements will be rejected outright.
2. Number of Pages
The article must be between 15 pages minimum and 25 pages maximum. Articles shorter than 15 pages or exceeding 25 pages will be rejected outright.
3. Abstract
The abstract in Arabic and English or French must not exceed the space allocated to the first page of the article.
4. Originality
The manuscript submitted for publication must be original, serious, objective, and linguistically sound, and must not have been previously published in any form in any journal or publication.
The article must not be extracted from a thesis, conference presentation, or another research work. The author bears full responsibility in this regard.
5. Plagiarism/Similarity Check
The article will be subjected to a similarity check through a dedicated program available on the ASJP platform to determine the similarity rate:
Acceptable similarity rate: below 20%.
Similarity rate between 20% and less than 30%: subject to the discretionary authority of the Editor-in-Chief.
Similarity rate equal to or exceeding 30%: the article will be rejected.
6. Author’s Telephone Number
Authors are preferably requested to include their telephone number at the bottom of the first page. This is optional.
7. Submission Method
Articles must be submitted exclusively through the Algerian Scientific Journals Platform (ASJP).
Articles submitted via the journal’s email address will not be accepted.

8. After Submission
No requests for additions or modifications to the article will be accepted after its submission. Once submitted, the article is considered to be under editorial processing by the Editorial Board. Accordingly, the author undertakes not to submit or publish the article in another journal unless it has been rejected by the Editorial Board or withdrawn by the author.
