آليات ترسيخ أخلاقيات المهنة لدى أعضاء الأسرة الجامعية الجزائرية (إداريين؛ طلبة؛ أعضاء هيئة التدريس). قراءة في ضوء الميثاق الجديد لسنة 2021

الملخص
هدف هذه الدراسة: هو استقصاء واقع امتلاك الجامعة الجزائرية لمختلف الآليات التنظيمية والقانونية والأخلاقية لتكريس مضامين أخلاقيات المهنة كما جاء بها ميثاق الآداب والأخلاقيات الجامعية لسنة 2021، فضلا على الوقوف على مجمل العوائق التي تحول دون تطبيقها فيها بالشكل السليم، تمهيدا لتقديم تصورات بإمكانها توجيه أصحاب القرار لتمكين هذا النوع من الرؤى المستقبلية بداخلها بما يخدم أهدافها ويحقق الميزة التنافسية لها. تحقيقا لهذا المقصد العلمي استعانت الدراسة بالمنهج الوصفي التحليلي من خلال تحليل الأدب النظري السابق حول أخلاقيات المهنة بالعموم، وتلك المتعلقة بمهنة التعليم العالي، فضلا على الوقوف على نتائج عدد من الدراسات الميدانية التي أجراها عدد من الباحثين العرب بالخصوص في هذا المجال. نتائج الدراسة: بالمجمل توصلت الدراسة إلى أن الجامعة الجزائرية لا تزال غير مهيأة لتطبيق هذا النوع من التوجه في أعمالها وأعمال مختلف منتسبيها، بالنظر لافتقادها أو لضعف الآليات التنظيمية والقانونية والأخلاقية المكرسة لهذا النوع من الاستراتيجية ، لأسباب متعددة، منها ما يتعلق بمحيطها، ومنها ما يتعلق بالوضع العام السائد خارجها. الكلمات المفتاحية: آليات، أخلاقيات المهنة، آليات ترسيخ أخلاقيات المهنة، أعضاء الأسرة الجامعية الجزائرية، ( إداريين؛ طلبة، أعضاء هيئة التدريس) ، الميثاق الجديد لسنة 2021. ترميز JEL : (وضع ترميز JEL إجباري) Abstract: The aim of this study is to investigate the reality of the Algerian university owning various organizational legal and ethical mechanisms to devote the contents of the profession’s ethics as stated in the University’s Charters of ethics and ethics for the year 2021 , as well as to identify all the obstacles that prevent its proper application in preparation for presenting visions that can guide decision-makers to enable this kind of future visions within it to serve its goals and achieve its competitive advantage. In order to achieve this scientific goal, the study used the descriptive analytical method through the previous theoretical literature on the ethics of the profession in general, and those related to the profession of higher education, as well as to stand on the results of a number of field studies conducted by a number of Arab researchers in particular in this field . The results of the study in general, the study concluded that the Algerian university is still not prepared to apply this type of orientation in its work and the work of its various affiliates in view of the lack of it or the weakness of the organizational legal and ethical mechanisms devoted to this type of strategy for various reasons, including those related to its surrounding, including those related to the prevailing general situation outside it.
