دور مكافحة الفساد الإداري في حماية المال العام

الملخص
الملخص: يُعدُّ الفساد الإداري بعمومه أحد أكثر الظواهر التي شغلت بال المهتمين وصُنّاع القرار في المجتمعات البشرية كافة والأنظمة القانونية حديثاً، ويثير جدلاً واسعاً بين مختلف الأوساط الأكاديمية، والاجتماعية، والسياسية، والاقتصادية، والقانونية، والفساد الإداري هو أحد التحديات التي تواجهها الدول والشعوب والمنظمات الدولية والإقليمية وذلك لسعة انتشاره ولتعدد الجهات المتورطة فيه، هذا فضلا على أن حجم الظاهرة أخذ في التفاقم إلى درجة أصبح يهدد مجتمعات كثيرة بالجمود باعتبار أنه يؤثر بشكل كبير على الإدارة وبدرجة اكبر على القيم الإنسانية والاجتماعية، وينتشر خاصة في الدول النامية حسب الإحصائيات التي أوردتها المنظمات العالمية المهتمة بمكافحة الفساد، والجزائر واحدة من تلك الدول النامية القابعة تحت سلطة الفساد الإداري الذي أصبح يجري في منظماتها وإدارتها ويعيق عمليات التنمية. الكلمات المفتاحية: حماية المال ، الفساد ، الفساد الإداري. Abstract: Corruption in its general nature is one of the phenomena that have preoccupied those interested and decision-makers in all human societies, in the past and present, and it raises a wide debate among the various academic, social, political, economic, and legal circles, and administrative corruption is one of the challenges that countries, peoples and international and regional organizations face due to its wide spread And due to the multiplicity of the parties involved in it, in addition to the fact that the size of the phenomenon is getting worse to the point where it threatens many societies with stagnation, considering that it greatly affects the administration and to a greater degree on human and social values. It is spread, especially in developing countries, according to the statistics reported by international organizations interested in combating corruption, And Algeria is one of those developing countries that fall under the authority of administrative corruption, which is taking place in their organizations and management and hinders development processes.
