الملخص
الملخص: تحاول هذه الدراسة، بحث وتحليل مضامين السياسات التنموية للإتحاد الأوروبي في منطقة المغرب العربي، وذلك بالتطرق إلى دراسة حالة مبادرة برشلونة، التي شكلت أحد الأطر المرجعية للشراكة بين الإتحاد الأوروبي والمنطقة المغاربية من أجل تحقيق التنمية، وقد توصل الدراسة إلى أن السياسات والمبادرات الأوروبية، لم تؤدي إلى تحقيق النهوض الاقتصادي والتنمية التضامنية والمشتركة المنشودة في المغرب العربي، بقدر ما كرست وعمقت علاقات تبعية وفق منطق المركز والمحيط، فضلا عن كونها أدت إلى اختراق الأمن الاقتصادي للمنطقة المغاربية، التي تحولت إما إلى سوق استهلاكية واسعة لتصريف المنتجات الأوروبية أو إلى محطة لتزود الاتحاد الأوروبي بالاحتياجات الطاقوية. الكلمات المفتاحية: الإتحاد الأوروبي، التنمية المشتركة، الشراكة، مبادرة برشلونة، المغرب العربي. Abstract: This study attempts to analyze the content of the development policies of the European Union in the Arab Maghreb region, by addressing the case study of the Barcelona Initiative, which constituted a frame of reference for the partnership between the European Union and the Maghreb region in order to achieve development. The study concluded that European policies and initiatives did not achieve economic advancement. And common development in the Maghreb, but it has consolidated relations of dependence according to the logic of the center and the periphery, and it has also led to the penetration of economic security in the Maghreb region, which has turned into a wide consumer market for European products and into a station for supplying the European Union with energy needs.
