الملخص
تهدف هذه الورقة البحثية الى تبيان أهمية التوجه المقاولاتي في ترقية واستدامة الموارد الذاتية للبلدية وبعث التنمية المحلية، حيث قدمت هذه الورقة مقاربة تصورية ترمي الى بعث وترسيخ الفكر المقاولاتي في البلديات الجزائرية التي تعاني من شحّ الموارد الذاتية ونقص في الأموال والاستثمارات المنتجة. وخلصت الدراسة بضرورة خلق منظومة متكاملة واستراتيجية عملية تهدف الى نشر الفكر المقاولاتي وترسيخ الثقافة المقاولاتية من أجل تكريس الوظيفة الاقتصادية للبلدية في الجزائر. This paper aims at explaining the important role of the orientation entrepreneurial in promoting and sustaining the municipality's own resources and reselling the local development. This paper presented a conceptual approach aimed at re-establishing the entrepreneurial thinking in the Algerian municipalities, which suffer from scarcity of tax resources and lack of funds and productive investments. The study concluded the need to create an integrated system and practical strategies aimed at spreading the entrepreneurial thinking and consolidating the entrepreneurial culture in order to devote the economic function of the municipality in Algeria.
