المبادئ الضابطة للمرفق العام الالكتروني

الملخص
الأصل العام أن المرافق العامة تخضع في الواقع التقليدي لمجموعة من المبادئ الضابطة لها، المستقاة من أحكام القضاء من اجل أن تستمر هذه المرافق في تأدية دورها في إشباع الحاجات العامة للجمهور، إلا أن الإدارة التقليدية للمرافق العامة جعلت الأفراد يعانون الكثير من المشاكل منها بطء الانجاز وزيادة النفقات لذلك تم التوجه إلى الإدارة الالكترونية التي تشجع على إدارة المرافق بشكل الكتروني، يتسم بسرعة الانجاز وقلة التكاليف وتوفير الوقت والجهد للأفراد والموظفين. ولهذا سوف نحاول في هذه الورقة البحثية دراسة اثر تطبيق الإدارة الالكترونية على تطويع وتفسير المبادئ العامة التي تحكم المرافق العامة لتتوافق مع النظام الالكتروني ،لنصل إلى نتيجة هامة وهي إن تطبيق المرفق الالكتروني يعد فرصة متميزة للارتقاء بالأداء والسرعة والدقة في التعامل واستمرارية العمل بشكل منتظم في جو من المساواة بين المواطنين مع مواكبته المستمرة لكل التغيرات والتطورات. Abstract: The general consensus is that public utilities are traditionally subject to a set of governing principles derived from judicial rulings in order for them to remain playing their role in meeting the general needs of the public. Nevertheless, the traditional management of public utilities caused individuals to endure many issues, including slow delivery and increased expenses, which led the electronic administration to encourage the electronic management of facilitiescharacterized by speedy completion, low costs and saving time and effort for individuals and employees. Thus, this research paper examines the effect of applying electronic management on adapting and interpreting the general principles that govern public utilities to conform to the electronic system, to reach an important conclusion, which is that the application of the electronic facility is an outstanding opportunity to improve performance, speed and accuracy in dealing and continuity of work on a regular basis in an atmosphere of equality among citizens with its continuous accompaniment for all transformations and developments.
