الملخص
ملخص: إن العقار الصناعي هو كل قطعة أرض أو منشأة أو بناء أو توابعه يكون مهيأ ومخصص لإنجاز الأنشطة الصناعية أو لتخزين منتوجات صناعية دون إهمال المنقول الذي يصبح عقارا بالتخصيص بحكم ارتباطه وخدمته للعقار المخصص له، ويتسم العقار الصناعي بذاتية تميزه عن غيره من الأوعية العقارية باعتباره جزء من العقار الاقتصادي الموجه للاستثمار. وتكمن أهمية العقار الصناعي باعتباره أهم عامل من عوامل جذب الاستثمارات واستقطاب اليد العاملة الأجنبية، التي يعول عليها للرفع من عجلة الاقتصاد الوطني وزيادة الدخل القومي حتى تتمكن الدولة الجزائرية من مواجهة اقتصاديات الدول الأخرى ومنافستها. وللعقار الصناعي حافظة لا يستهان بها، تتشكل من الأملاك العقارية التابعة للأملاك الخاصة للدولة من مناطق خاصة ومناطق حرة، وأملاك عقارية في المناطق الصناعية ومناطق النشاطات، ليتم تبني المنهج الوصفي القائم على استعراض المنظومة التشريعية العادية والفرعية المتبعة في تنظيم تصنيف حافظة العقار الصناعي Abstract : The industrial real estateisevery plot of land, facility, building or itsaccessoriesthatisprepared and designated for the implementation of industrialactivities or for the storage of industrialproductswithoutneglecting the movable, whichbecomes real estate by allocating by virtue of its association and service to the real estateallocated to it. Economical real estateinvestment. The importance of industrial real estateisthatitis the most important factor in attractinginvestments and attractingforeignlabor, whichisreliedupon to raise the wheel of the national economy and increase national incomesothat the Algerian state can face the economies of other countries and competewiththem. Industrial real estate has a significant portfolio, consisting of real estatepropertiesbelonging to the state’sprivatepropertiesfromprivate areas and free zones, and real estateproperties in industrial areas and areas of activities, in order to adopt the descriptive approachbased on a review of the regular and subsidiarylegislative system used in organizing the classification of the industrial real estate portfolio.
