The reality of globalization has brought the curtain to a new global landscape, manifested in the decline of many of the previously established administrative methods And because technology is the primary driver and decision maker, the management of organizations has had to shift towards adopting an e-governance portal to facilitate their performance and operations, especially in local management, because of recent outbreaks of negative phenomena that have reflected on the performance of the public service. In order to achieve the objectives of the study, which seeks to identify challenges to the operationalization of e-governance. approach ", the analytical descriptive curriculum and questionnaire were used as a tool for study applied to a group of staff in a municipality of the State of Tartar. The study found, inter alia, that human, administrative and financial factors are one of the most important obstacles to the operationalization of electronic management in Algeria's local administration, as well as a significant shortage of services provided by the Algerian local administration to citizens as a result of these obstacles.
