الملخص
واجهت الدولة الجزائرية العديد منالرهانات والتحديات التنموية،على الصعيدين الاقتصاديوالاجتماعي في ظَل اقتصاد ٍريعي كان من مخلفاته أزمةً بترولية،انعكستْ سلبًا على مصير ومستقبل الشباب، مما جعل الدولة اليوم تدخل في مرحلةٍ جديدة ،بتوجهات ومنافذ عالمية لتقليص المدْ المتصاعدْ للخريجين، قابلها نُدرة في عروض الوظائف بالمؤسسات العمومية أو الخاصة ،استوجب إِعادة النظر في سياسات التشْغيل واعتماد فلسفة التشغيل الذاتي التي تحمل في مضامينها دعوةً للشباب للدخول في عالم المقاولاتية،وترسيخ فكرة المقاولة والعمل على اِستحداث مشاريع في مختلف التخصصات ،تُؤطرها مؤسساتٍ صغيرة ومتوسطة وأخْرى ناشئة لُقبت فيها المقاولاتية "بقاطرة النموذج الاقتصادي الجديد" وتحقيقًا لدعائم التنمية المستدامة، عملت هذه المؤسسات على توفير مناصب شغل يتوسم فيها الشباب ذو الابتكارات والإبداعات. فهي متنفس يسمح للشباب بالخروج من نموذج العمل المأجور الذي يسيطر على الأذهان لفترات طويلة من الزمن، حيث ظهرت العديد من النماذج الداعمة لهذا التوجه منها التعليم المقاولاتي، دار المقاولة، آليات المرافقة والحاضنات لكن رغم الجهود المبذولة من طرف الدولة الجزائرية، يواجه هذا النموذج العديد من التحديات المتعلقة أساسا بغياب ثقافة المقاول وضعف التمويل للمشاريع ما جعل مستقبل المقاولاتية في الجزائر متخشبا ما دام لم ينطلق من خصوصية المجتمع ومتطلباته. The Algerian state faced many development challenges and challenges, both economically and socially, in light of a rentier economy whose remnants were an oil crisis, which negatively affected the fate and future of young people, which made the state today enter a new phase, with global trends and outlets to reduce the rising tide of graduates. Job offers in public or private institutions necessitated a reconsideration of employment policies and the adoption of the philosophy of self-employment that carries in its contents an invitation to young people to enter the world of contracting, consolidate the idea of contracting and work on developing projects in various disciplines, framed by small, medium and other emerging enterprises in which the contracting was dubbed “the locomotive” The new economic model “and in order to achieve the pillars of sustainable development, these institutions have worked to provide jobs in which young people who have innovations and innovations will mark themselves.It is an outlet that allows young people to get out of the wage-work model that dominates the minds for long periods of time, as many models have appeared in support of this trend, including entrepreneurial education, the business house, escort mechanisms and incubators, but despite the efforts made by the Algerian state, this model faces many The challenges related mainly to the absence of entrepreneur culture and lack of project funding, which made the future of entrepreneurship in Algeria precarious as long as it did not stem from the privacy of society and its requirements
