تأثير تطبيق الإدارة الإلكترونية على نشاط المرفق العام

الملخص
تتميز الإدارة بأنها تقوم بتأدية نشاط عام داخل المجتمع الإنساني تسعى من خلاله إلى القيام بكل ما هو مطلوب منها في سبيل تحقيق المصلحة العامة، وكل ذلك يأتي في إطار وظيفتها التي تتمركز حول إدارة المرافق العامة في الدولة وتنفيذ القوانين والمحافظة على النظام العام، ومع تغلغل قطاع التكنولوجيا بأثره الإيجابي إلى كافة جوانب الحياة الإدارية حيث أثر تطبيق النظام الإداري الإلكتروني على العمل الإداري في مجمل عناصره، ومنه يهدف هذا البحث في معرفة ما يتسم به هذا النظام من مزايا على مستوى تحسين أداء الأنشطة الإدارية اليومية وزيادة جودة وكفاءة الخدمات المرفقية المقدمة للافراد. ومن أبرز النتائج المتوصل إليها هي أن الإدارة الإلكترونية تعمل على تجديد وتطوير العمل الإداري، وفي تقديم الخدمات المرفقية وتلافي العديد من العيوب المعهودة في النطاق الإداري مثل البيروقراطية وضعف الأداء وطول الإجراءات وسوء تقديم الخدمات المرفقية وكذا ربح الوقت وتقليل التكاليف وسرعة الإنجاز، مع تقديم هذه الخدمات بصفة مستمرة، وكذا التقليل من وجود الرشوة والمحسوبية ومحاربة الفساد الإداري والمالي. The administration is distinguished by the fact that it performs a general activity within the human community through which it seeks to do all that is required of it in order to achieve the public interest, and all of this comes within the framework of its function that focuses on managing public facilities in the state and the implementation of laws to maintain public order, and with the penetration of the sector Technology has a positive impact on the whole aspects of administrative life, where the impact of the application of the electronic administrative system on administrative work in all its components, and from this research aims at knowing what is characterized by this system of advantages at the level of improving the performance of daily administrative activities and increasing the quality and efficiency of attachment services provided to individuals . Among the most prominent results reached is that the electronic administration works to renew and fold the administrative work, and in providing the elbowservice services and avoiding many common flaws in the administrative scope such as bureaucracy, poor performance, length of procedures, poor provision of elbowservice services, as well as profit time, cost reduction and speed of completion, while providing these services On an ongoing basis, as well as reducing the presence of bribery and cronyism and fighting administrative and financial corruption
