الملخص
إن الانتشار السريع للحواسيب الإلكترونية والإنترنت في العالم كله أدى إلى إيجاد العديد من الفرص وعلى كافة صعد الأنشطة البشرية ،وزادت تقنية المعلومات من قوة البشر،كما فتحت هذه التقنية الباب أمام نمط جديد من الجرائم ،وانتشرت موجة جرائم تقنية ومعلوماتية كثيرة صاحبت استخدام تقنية المعلومات والانترنت ،فمنذ تطور الانترنت في اﻟﻤﺠتمعات الحديثة صاحبه أيضا ظهور هذا النوع الجديد من الجرائم، وظهرت قدرة معينة على ارتكاﺑﻬا ،وبالتالي كانت هناك حاجة ملحة للتعرف على مفهوم هذه الظاهرة الإجرامية المستحدثة والحد من الأضرار الكبيرة التي تلحقها بالدول والمؤسسات والأفراد اقتصاديا و أمنيا و استراتيجيا.
