دور المنظمات غير الحكومية في كفالة احترام حقوق الإنسان وقت الأزمات الداخلية (اللجنة الدولية للصليب الأحمر نموذجا)

الملخص
تأتي اللجنة الدولية للصليب الأحمر في مقدمة المنظمات القادرة على أداء المهام ذات الصفة الإنسانية، وذلك بحكم أقدميتها وتراكم الخبرات لديها والتجربة الغنية التي اكتسبتها، طوال فترة عملها، إضافة إلى تجسيدها مثالًا حيًا على كونها منظمة إنسانية محايدة، و لا يكفي أن تكون المنظمة التي تقدم خدماتها إنسانية ومحايدة، بل يفترض بها أن تقدم هذه الخدمات لجميع الأشخاص، من دون أي تمييز ولأي سبب كان، بصفتهم كائنات بشرية، ومن دون أي اعتبار لآرائهم وتبعيتهم السياسية أو لكونهم عسكريين أو مدنيين. من هذا المنطلق سنحاول من خلال مداخلتنا إعطاء فكرة عن أهمية و صعوبة وخطورة وتعقيد وظيفة حارس القانون الدولي الإنساني التي عهد بها المجتمع الدولي إلى اللجنة الدولية للصليب الأحمر، من خلال التطرق إلى ظروف عمل اللجنة في ظل الاضطرابات والتوترات الداخلية وأهم أعمالها، بالإضافة إلى الصعوبات و الأخطار التي تواجهها عند قيامها بمهامها ثم نعرج إلى تقدير دور اللجنة الدولية في كفالة احترام حقوق الإنسان في ظل كل تلك الظروف. Abstract The International Committee of the Red Cross is at the forefront of organizations capable of performing tasks of a humanitarian character, by virtue of its seniority, the accumulation of experiences it has, and the rich experience it has acquired, throughout its work period, in addition to its embodiment of a vivid example of being a neutral humanitarian organization, and it is not enough that it be the organization that provides Its services are humanitarian and impartial. Rather, it is supposed to provide these services to all persons, without any discrimination and for any reason whatsoever, as human beings, and without any regard for their opinions, political affiliation, or military or civilian status From this standpoint, we will try, through our intervention, to give an idea of the importance, difficulty, seriousness and complexity of the function of guardian of international humanitarian law entrusted by the international community to the International Committee of the Red Cross, by addressing the conditions of work of the committee in light of internal disturbances and tensions and its most important work, in addition to the difficulties and The dangers it faces when carrying out its duties. Then we come to appreciate the role of the ICRC in ensuring respect for human rights under all these circumstances
