الملخص
ملخص : شــهد المجتمــع الــدولي خــلال القــرن العشــرين و بدايــة القــرن الواحــد والعشــرين العديــد مــن حــوادث الإرهـــاب الدولي التـي أصـبحت تشـكل خطـرا جسـيما علـى الأمـن و السلم الدوليين و العلاقات الودية بين الأمـم وخـرق نظـام الأمن الدولي الجماعي، بالإضافة إلى مساسه الخطير بحقوق الإنسان التي يحميها القانون الدولي ، وتضـاعفت هـذه الخطـورة عنـدما انتقلت جرائم الإرهاب في العالم مـن المرحلـة التلقائيـة والعمليــات غيــر المنظمــة إلــى مجــال الجريمــة المنظمــة التـــي تســـتهدف تحقيـــق نتـــائج محـــددة وفقـــا لأولويـــات مرحلية وتفاعل إيديولوجيـة التطـرف مع العنف، ورغم خطورة وانعكاسات جرائم الإرهاب الدولي على السلم والأمن الدوليين إلا أنها لم تدرج ضمن الإختصاص الموضوعي للمحكمة الجنائية الدولية . Abstract : The international community witnessed during the twentieth century and the beginning of the twenty-first century many incidents of international terrorism that have become a grave threat to security and international peace and friendly relations between nations and the breach of the system of collective international security, Besides the serious violation of human rights Protected under international law, This risk was compounded when terrorism crimes in the world moved from automatic stage and unorganized operations to the field of organized crime that aims to achieve specific results according to progressive priorities and the ideological interaction of extremism with violence,Despite the gravity of international terrorism to international peace and security, it was not included in the substantive jurisdiction of the International Criminal Court Résumé : La communauté internationale a été témoin au cours du XXe siècle et du début du XXIe siècle de nombreux incidents de terrorisme international qui sont devenus une grave menace pour la sécurité et la paix internationales et les relations amicales entre les nations et la violation du système de sécurité internationale collective, Outre sa grave violation des droits de l'homme protégés par le droit international, Ce risque a augmenté lorsque les crimes terroristes dans le monde sont passés du stade automatique et des opérations non organisées au domaine du crime organisé qui vise à obtenir des résultats spécifiques en fonction des priorités progressistes et de l'idéologie de l'extrémisme avec violence,Et malgré la gravité et les répercussions des crimes de terrorisme international sur la paix et la sécurité internationales, ils ne relevaient pas de la compétence de fond de la Cour pénale internationale.
