الإلتزامات الأوروبية تجاه دول جنوب المتوسط في ظل سياسة الجوار.

الملخص
حاولت دول الاتحاد الأوروبي توظيف مجموعة من القضايا السياسية والاقتصادية والاجتماعية والثقافية... وغيرها في علاقات الشراكة التي جمعتها والدول المجاورة لها، في إطار: "سياسة الجوار الأوروبي"؛ فالبلدان المشمولة في هاته السياسة هي بلدان غير مرشحة للدخول في عضوية الاتحاد الأوروبي، حيث تستند إلى مصطلح الشراكة"؛ باعتبار هذا الأخير موضوعا هاما في الفكرين الاقتصادي والسياسي؛ كما يعد "مشروع الشراكة الأورومتوسطية" حصيلة تفاعل مجموعة من العوامل والمؤثرات التاريخية والثقافية والحضارية والاقتصادية التي سادت حوض المتوسط عبر تاريخها الطويل؛ باعتبار هذا المشروع مرجعية تاريخية لسياسة الجوار الأوروبية. من ذلك، حاولت هذه الدراسة البحث في أهم الالتزامات الأوروبية تجاه دول الضفة الجنوبية للمتوسط في ظل سياسة الجوار، من خلال الإجابة عن التساؤلات التالية: فيما تتمثل المرجعيات والمحطات التاريخية التي انبثقت منها فكرة "سياسة الجوار الأوروبية"؟ وما الهدف منها؟ وفيما تتمثل أهم القضايا التي تعالجها؟ وما هي أهم الالتزامات الأوروبية في ظل سياسة الجوار تجاه دول جنوب المتوسط؟ The countries of the European Union tried to employ a set of political, economic, social and cultural ... and other issues in the partnership relations that they had brought together with their neighbouring countries, Within the framework of: "the European Neighbourhood Policy" The countries included in this policy are those that are not candidates for membership in the European Union, as they are based on the term partnership, as the latter is an important topic in economic and political thinking. The Euro-Mediterranean Partnership Project is the outcome of the interaction of a set of historical, cultural, civilizational and economic factors and influences that has dominated the Mediterranean basin throughout its long history, as this project is a historical reference for the European Neighbourhood Policy. From that, this study attempted to investigate the most important European obligations towards the countries of the southern bank of the Mediterranean in the light of the neighbourhood policy, by answering the following questions: What are the historical references and milestones from which the idea of the "European Neighbourhood Policy" emerged? What is its purposes? What are the most important issues it addresses? What are the most important European commitments in the light of the neighbourhood policy towards the southern Mediterranean countries?
