دور حاضنات الأعمال في انشاء المؤسسات الصغيرة والمتوسطة (حالة الجزائر)

الملخص
ملخص: تهدف هذه الدراسة إلى توضيح دور حاضنات الأعمال في انشاء المؤسسات الصغيرة والمتوسطة حيث أن هذه الأخيرة لها دورا هاما في تحقيق التنمية الاقتصادية والاجتماعية في مختلف اقتصاديات الدول، وذلك لما تتمتع به من خصائص ومميزات تمكنها من أداء مهامها بالشكل المطلوب، إلا أن التقدم التكنولوجي الحاصل واشتداد حدة المنافسة الدولية أدى إلى ظهور العديد من المشاكل التي يصعب على هذه المؤسسات تجاوزها وتخطيها، لذلك كان لا بد من الضروري البحث عن وسائل وآليات لدعمها وتطويرها ومساعدتها على تجاوز أعباء مرحلة الانطلاق والتي من بينها حاضنات الأعمال التي أثبتت قدراتها وإمكاناتها في مرافقة ودعم المؤسسات الصغيرة والمتوسطة لتمكنها من القدرة على المنافسة ومواكبة التطورات التكنولوجية السريعة، وذلك من خلال ما تقدمه لها من تسهيلات وخدمات بمختلف أنواعها، لأن الأساس من إنشاء حاضنات الأعمال هو مواجهة الارتفاع الكبير في معدلات فشل هذه المؤسسات. هذا ما قد أثبتته التجارب الدولية في مجال حاضنات الأعمال التي من بينها التجربة الجزائرية، رغم أنها ما زالت في بدايتها لأسباب عديدة عطلت انطلاق هذه الآليات. في الأخير توصلت الدراسة إلى مجموعة من النتائج أهمها: - حاضنات الأعمال هي إحدى المرتكزات الأساسية لنمو ونجاح المؤسسات الصغيرة والمتوسطة؛ - حاضنات الأعمال هي آلية من آليات الدعم الفعال التي يجب أن تتبناها الدولة لدعم اقتصادها وتطويره؛ - حاضنات الأعمال لها دور حيوي في تنمية قطاع المؤسسات الصغيرة والمتوسطة وزيادة قدرته على المنافسة في ظل التغيرات الحاصلة. كما قمنا بتقديم مجموعة من الاقتراحات أهمها: - تنمية ثقافة العمل الحر لدى الشباب ودفعهم لإنشاء مشاريع ذات أفكار تكنولوجية جديدة، لكي تساهم في تطوير الاقتصاد الوطني؛ - ضرورة إنشاء حاضنات الأعمال بالقرب من الجامعات والمعاهد ومراكز الأبحاث للاستفادة منها، والأخذ بالتجارب العالمية في هذا المجال لتحسين قطاع المؤسسات الصغيرة والمتوسطة. abstract: This study aims to clarify the role of business incubators in establishing small and medium enterprises as the latter has an important role in achieving economic and social development in the various economies of countries, due to its characteristics and advantages that enable it to perform its tasks as required, except that the technological progress achieved and intensification The intensity of international competition has led to the emergence of many problems that are difficult for these institutions to overcome and overcome, so it was necessary to search for ways and mechanisms to support and develop them and help them to overcome the burdens of the starting stage, which among them business incubators that have proven their capabilities and capabilities in accompanying and supporting small and medium enterprises To enable them to be able to compete and keep pace with rapid technological developments, through the facilities and services they provide to them of all kinds, because the basis of establishing business incubators is to face the high rate of failure of these institutions. This has been proven by international experiences in the field of business incubators, including the Algerian experience, although it is still in its infancy for many reasons that hindered the launch of these mechanisms. Finally, the study reached a set of results, the most important of which are: - Business incubators are one of the main pillars of growth and success for small and medium enterprises; - Business incubators are one of the effective support mechanisms that the state must adopt to support and develop its economy; - Business incubators have a vital role in developing the SME sector and increasing its competitiveness in light of the changes taking place; We also made a set of suggestions, the most important of which are: - To develop a culture of self-employment among young people and push them to create projects with new technological ideas, in order to contribute to the development of the national economy; - The need to establish business incubators near universities, institutes and research centers to benefit from them, and to adopt international experiences in this field to improve the sector of small and medium enterprises;
