AL-MUTARĞIM المترجم (The Translator) is an international, biannual, double blind peer-reviewed, free of charge, and open-access journal published in both online and print versions by the laboratory: « Didactics of Translation and Multilingualism », which is affiliated to the Institute of Translation, University of Oran1 Ahmed BEN BELLA - ALGERIA. AL-MUTARĞIM only carries original and unpublished articles in Arabic, English, and French that reflect the latest research and developments in the fields of Translation studies, Terminology, Interpreting, Didactics of Translation, Didactics of languages, Languages Studies, and Cultures. AL-MUTARĞIM targets postgraduate students, professors and all researchers around the world within the framework of its specialization in order to exchange researches and results. AL-MUTARĞIM also aims to complement, strengthen and transform the vision of translation. All papers are welcomed and can be sent after the call for contributions.

ترجمة الرواية عند مارسيل بوا: بين الأمانة والتصرّف

الملخص: تركز هذه الورقة على إشكال الترجمة، ولكونها إبداع فهي أقرب إلى الفن، حيث يجتهد المترجم في تمثيل النص بدقة متناهية، لكنها عملية صعبة تتعدى النقل اللغوي، أين يتم تحويل النص المصدر إلى نص مترجم يمكن المتلقي من فهمه، لاسيّما وأنّ هذا المتلقي فرنسي يجهل اللغة العربية وخصوصيات النص العربي. ولعلّ الاشكال يظهر أكثر حين تتمّ إضافة زيادات على النص الثاني خلافا لما هو موجود في النص الأصلي، وقد يكون لذلك أسباب إما إيديولوجية، وإما لجهل المترجم بخصوصيات الثقافة المحلية للنص الأصل. ولذلك تسعى الدراسة للكشف عن أسباب ذلك بالتمعن في خصائص الترجمة عند مارسيل بوا Marcel Boisفي " كتاب الأمير" ومدى التزامه بقواعدها، والحفاظ على أسس الثقافة المحلية .

Investigation into Teachers' Perspectives towards the Effect of Using Digital Short Stories to Develop Algerian Students' Communicative Competence

Résumé: The purpose of this paper is to investigate English teachers' teaching practices, their perspectives, and teaching materials towards the effect of using digital short stories in teaching oral expression based on students' listening to digital short stories. In addition, it aims to highlight the importance of developing undergraduate students' communicative competence. The aim of the paper is also to investigate the effect of using short stories in oral expression sessions with second year students to develop their communicative competence. In light of that, a questionnaire administered to sixteen teachers of oral who teach second year students at the English department at the University of Larbi Ben M'Hidi. Data treated statistically using statistical software program(SPSS 23) and the results demonstrated statistical difference with teachers' responses. Accordingly, implications indicate that teachers of oral should vary their teaching materials and add more digital resources in their teaching practices to foster students' communicative competence.

التأويل وعلاقته بترجمة معاني القرآن الكريم

الملخص: تطفو قضية التأويل على معظم الدراسات المعاصرة المتعلّقة بقراءة القرآن الكريم وفهمه، وما فتأت هذه الدراسات تنتشر وتغدو أكثر رواجا لدى العامة والخاصة. كما تعدّ الترجمة من بين أهم القضايا التي لطالما ارتبطت بمختلف النظريات والمقاربات التأويلية قديما وحديثا. ولما كانت ترجمة معاني القرآن الكريم على أهمّيّتها حقلا شائكا بسبب الخصوصية الفائقة التي يتسم بها النص القرآني، فإن رصد علاقة التأويل بترجمة معاني القرآن الكريم يتطلب الاطلاع على المفاهيم النظرية للتأويل في حقلها اللغوي الترجمي المتجسد في الهرمنيوطيقا/ التأويلية/ علم التأويل (Hermeneutics)، وربطها في الوقت ذاته مع مفاهيمه النظرية عند علماء الإسلام المختصين بتفسير القرآن الكريم. والجمع بين الأمرين مفيد للتمكّن من تحديد الضوابط والحدود الحاكمة لأي فعل ترجمي تأويلي ممكن خلال عملية ترجمة معاني القرآن الكريم، وكذا للوقوف على المحاذير المحيطة بهذا الفعل. The issue of interpretation is prevalent in most contemporary quranic studies, and it is spreading and becoming more popular. Translation is also one of the most important issues that have long been associated with various interpretation theories and approaches. And since the translation of the meaning of the Qur'an -as important as it is- is a thorny field because of the extreme specificity of the Qur'anic text, it is important to consider the theoretical concepts of interpretation in its translational linguistic field “Hermeneutics”, and link them to the theoretical concepts of interpretation among Muslim scholars specialized in interpreting the Qur'an, in order to reveal the relationship between interpretation and the translation of the Qur'an. The combination of the two is important in order to be able to determine the conditions and limits governing any possible interpretive act during the process of translating the Qur'an, as well as to identify its caveats

Les particularités de la traduction institutionnelle et ses normes de travail à l’ONU

الملخص: Résumé: La traduction institutionnelle est l’un des domaines de la traduction spécialisée auquel l’on prête, plus que jamais, attention et importance en Europe et partout ailleurs pour le bon fonctionnement des institutions nationales (Ministères, Parlements…) ou internationales (ONU, FMI, OMC…). Nul ne peut ignorer l’apport de la traduction écrite et orale au niveau des organisations internationales car elle constitue un élément indispensable dans les activités des institutions internationales multilingues afin que ses membres puissent communiquer dans les normes et atteindre ainsi les objectifs fixés suite au déroulement de leurs tâches et programmes à travers les textes traduits par des professionnels connaissant leur métier. Nous essaierons dans la présente étude de s’intéresser aux spécificités de la traduction institutionnelle et à ses normes de travail, notamment aux Nations Unies, où sont traduits de nombreux textes liés à ses fonctions internationales et à ses programmes d’action. ملخص باللغة العربية: الترجمة المؤسساتية واحدة من بين المجالات الترجمية المتخصصة البارزة و التي بدأت تستقطب حديثا اهتماما واسعا و عناية منقطعة النظير في أوروبا و غيرها من دول العالم من أجل حسن سير المؤسسات الوطنية من وزرات وبرلمانات وغيرها، إلى جانب المؤسسات الدولية كمنظمة الأمم المتحدة وصندوق النقد الدولي و منظمة التجارة العالمية... يدرك الجميع بما فيهم المختصين دور الترجمة المكتوبة والشفوية في دوائر المنظمات الدولية على وجه الخصوص لأنها من الآليات الحيوية و الأدوات الضرورية لتفعيل أنشطة هذا النوع من المؤسسات المتعددة اللغات من أجل التواصل والتفاهم بين أعضائها وفق معايير مضبوطة و تعاليم ثابتة، و بالتالي تحقيق الأهداف المحددة في نطاق مهامها المؤسساتية وبرامج أعمالها والتي تتضح نتائج نشاطاتها من خلال النصوص الرسمية المنقولة بلغات عدة من طرف مترجمين محترفين متمكنين من عملهم. و عليه سنهتم في هذه الورقة ببحث خصوصيات الترجمة المؤسساتية و أصول عملها و لاسيما في منظمة الأمم المتحدة التي تتم فيها ترجمة العديد من النصوص المتصلة بمهامها الدولية و برامجها المتعددة الأنشطة. Abstract: Institutional translation is one of the fields of specialized translation that is given more attention and importance than ever in Europe and around the world for the good functioning of national (Ministries, Parliament, etc.) or international institutions (UN, IMF, WTO, etc.). No one can ignore the contribution of written and oral translation within international organizations because it’s indispensable in the activities of multilingual international institutions so that its members can communicate in standards and then achieve the objectives set following the development of their tasks and programs through the texts translated by professionals. In this present study, we will try to focus on the specificities of institutional translation and its working standards, especially at the United Nations, where many texts linked to its international functions and programmes of action are translated.

Zur Effizienz von neuronaler maschineller Übersetzung in den Sprachpaaren Deutsch/Englisch und Deutsch/Arabisch: Eine vergleichende Untersuchung am Beispiel der Rechtssprache

Résumé: Der vorliegende wissenschaftliche Beitrag untersucht die Effizienz der neuronalen maschinellen Übersetzung in den Sprachpaaren Deutsch/Englisch und Deutsch/Arabisch. Ziel ist es, eine vergleichende Untersuchung durchzuführen, um die Leistung und potenzielle Herausforderungen der NMT in den genannten Sprachen aufzuzeigen. Die Effizienz der neuronalen maschinellen Übersetzung wird anhand der Genauigkeit und Qualität der Übersetzungen auf syntaktischer und semantischer Ebene bewertet. Es wird untersucht, wie gut die NMT-Modelle in der Lage sind, die grammatikalischen Strukturen und die Terminologie der Ausgangssprache zu erfassen und in die Zielsprache zu übertragen. Zudem wird die Fähigkeit der NMT zur korrekten Übertragung von Bedeutung analysiert. Die Ergebnisse dieser Untersuchung tragen dazu bei, das Verständnis der neuronalen maschinellen Übersetzung zu erweitern und potenzielle Schwachstellen aufzuzeigen, insbesondere bei einem Vergleich der Sprachpaare Deutsch/Englisch und Deutsch/Arabisch.
