الاتحاد الأوروبي و الهجرة غير الشرعية في ظل أزمة فيروس كورونا

الملخص
الملخص مثلت الهجرة إحدى الظواهر الرئيسية التي لازمت العلاقات الدولية خلال فترة ما بعد الحرب الباردة كأحد التهديدات اللاثماثلية و تعد الهجرة غير الشرعية من بين أهم الرهانات الأمنية حيث أضحت تنافس في أهميتها القضايا العسكرية و الإستراتيجية مع تزايد المخاطر السياسية و الأمنية و الاجتماعية و الاقتصادية التي تتعرض لها كل البلدان المعنية,وان التحولات الدولية تغيرت منذ نهاية الحرب الباردة ذلك أنه لم يعد بالإمكان ضبط الهجرة غير الشرعية العابرة للحدود حيث أصبحت قدرة الدول في التحكم بتدفق المعلومات و الأسلحة و الأوبئة في تضاءل مستمر خاصة مع ظهور متغير العولمة واتسمت الهجرة الغير الشرعية على الدوام بكونها ظاهرة تتسم بالغموض وتحمل الكثير من المشاكل و المخاطر سواءا للمهاجرين أو للدول المصدرة أو دول العبور و الدول المستقبلة كلاتحاد الاوروبي وهو ما جعل منها أولوية بالنسبة للأجهزة الأمنية خاصة بسبب تقاطعاتها مع نشاطات إجرامية كالإرهاب و الجريمة المنظمة و أصبحت تشكل في المرحلة الراهنة تهديدا أمنيا للدول و برزت بشكل ملحوظ خلال الفترة الأخيرة كتهديد يمس القيم المرجعية لأمن الدول فحجم التهديدات التي تمثلها الهجرة غير الشرعية أكبر من أن تستوعبه الدولة بمفردها ما يحتاج الى سياسات تعاون مشترك بين الدول على المستوى الإقليمي و الدولي. Abstract Migration represented one of the main phenomena that accompanied international relations during the post-Cold War period as one of the asymmetrical threats. All the countries concerned, and that international transformations have changed since the end of the Cold War, because it is no longer possible to control illegal cross-border migration, as the ability of states to control the flow of information, weapons and epidemics has become constantly dwindling, especially with the emergence of the globalization variable, and illegal migration has always been characterized by being A phenomenon characterized by ambiguity and bears many problems and risks, whether for migrants, exporting countries, transit countries and independent countries This made it a priority for the security services, especially because of its intersections with criminal activities such as terrorism and organized crime And it has become, at the present stage, a security threat to countries, and has emerged significantly during the recent period as a threat to the reference values of the security of countries. The size of the threats posed by illegal immigration is greater than the state alone can absorb, which needs joint cooperation policies between countries at the regional and Kinternational levels.
