المقاربة الأمنية الأوروبية في المتوسط: السياسة الأوروبية للجوار الجديدة

الملخص
أطلقت السياسة الأوروبية للجوار عام 2004 – هي تتمة لمشروع برشلونة الذي طرح عام 1995-، وذلك للمساهمة في دعم الاتحاد الأوروبي وتعزيزاً للاستقرار والأمن والازدهار في البلدان الأقرب إلى حدوده –المنطقة المغاربية بشكل خاص-، إلا أنه قد حدثت تغييرات جذرية في عدد كبير من البلدان المحيطة بالاتحاد الأوروبي خاصة في جنوب المتوسط الذي عرف احتجاجات اجتماعية، اقتصادية، وسياسية مطالبة أنظمتها بضرورة التغيير السياسي. ومن النتائج المتوصل إليها أن السياسة الأوروبية للجوار الجديدة جاءت كتكملة لما بدأه القادة الأوروبين بغية تأمين جوارهم الجغرافي من أي تهديدات محتملة من شأنها أن تزعزع أمن واستقرار القارة الأوروبية، حيث شهد المتوسط تحركات عديدة بفعل الهجرات غير الشرعية، الإرهاب، وحتى الجريمة المنظمة بمختلف أشكالها، الأمر الذي يستدعي تكثيف أطر التعاون والشراكة بين الجانبين، في ظل التنافس الدولي القائم بين مختلف القوى الدولية في منظمة المتوسط. The European Neighborhood Policy was launched in 2004 - a sequencing of the Barcelona project that was launched in 1995 - to contribute to the support of the European Union and to promote stability, security and prosperity in the countries closest to its borders - the Maghreb region in particular - But radical changes have taken place in many countries around the EU, especially in the southern Mediterranean, which has known socio-economic and political protests that its regimes demand political change. One conclusion is that the European policy of the new neighborhood has complemented the European leaders' initiative to secure their geographical proximity to any potential threats that could destabilize the security and stability of the European continent, especially recently, where the average has been marked by numerous movements due to illegal migration, terrorism and even organized crime in its various forms. This calls for the intensification of the frameworks of cooperation and partnership between the two sides, in the light of the international competition between the various international forces in the Mediterranean organization.
