الهجرة المغاربية إلى أوربا: من الهجرة الشرعية المقننة إلى الهجرة غير الشرعية

الملخص
الملخص يعتبر موضوع الهجرة في منطقة البحر الأبيض المتوسط من أقدم وأبرز الظواهر التي عرفتها المنطقة، وتحديدا الهجرة من المنطقة المغاربية نحو أوربا التي زادت حدتها بعد الأحداث الأمنية التي شهدتها الدول العربية منذ سنة 2011، وتعتبر منطقة المغرب العربي مصدرا للهجرة نحو أوربا وخاصة تجاه الدول الاستعمارية سابقا بشقيها الشرعي وغير الشرعي ومنطقة عبور في آن واحد، حيث يعتبر موضوع الهجرة غير الشرعية من أكثر العوامل المؤثرة في سير العلاقات الأور مغاربية، فهذه الظاهرة هي امتداد لتاريخ طويل من سياسات الهجرة التي انتهجتها الدول الأوربية منذ الحرب العالمية الأولى، وهي الفترة التي مثلت الانطلاقة الفعلية لظاهرة الهجرة في شكلها الحديث، أعقبتها مراحل لاحقة أثرت في شكل وحجم الظاهرة وصولا للهجرة غير الشرعية. Abstract The issue of Immigration in the Mediterranean region is considered one of the oldest and most prominent phenomena that the region has known, specifically Immigration from the Maghreb to Europe, which has increased after the security events in the Arab countries since 2011, and the Maghreb region is a source of Immigration to Europe, especially towards the former colonial countries With both its Regular and Irregular sides and a transit region at the same time, where the issue of illegal immigration is considered one of the most influencing factors in the conduct of theEuro- Maghreb relations, this phenomenon is an extension of a long history of immigration policies pursued by European countries since the First World War, a period that represented the actual launch of the phenomenon of Immigration in modern form, followed by subsequent phases influenced the shape and extent of the phenomenon, to Irregular immigration.
