الفساد الإقتصادي وآليات مكافحته Economic Corruption And Mechanisms To Combat It

الملخص
ملخص : انتشرت ظاهرة الفساد و تفاقمت في المجتمعات ، و أصبحت اليوم من أهم القضايا المطروحة التي تحظى باهتمام كافة الحكومات على المستوى المحلي و الإقليمي و الدولي ، و أخذت تشغل حيزا مهما في أولويات الاصطـلاح نظرا لانتشار الفساد في كافة نواحي الحياة . و لعلى معالجة ظاهرة بالغة التعقيد و التشابك و متعددة المستويات كظاهرة الفساد من منظور قانوني و أمني و اجتماعي تستوجب الإشارة إلى الانعكاسات السلبية المقترنة بالفساد الذي يؤثر على الدولة داخليا خاصة إذا كانت دولة نامية تسعى إلى تقوية اقتصادها و بنائه لتحقيق التنمية لمواطنها ، بالإضافة إلى خطورة الفساد عالميا و علاقته بالجريمة المنظمة ، و غسل الأموال و تحويل الأموال الناتجة عنه دوليا. لذا اهتمت كافة التشريعات سواء على المستوى الداخلي أو الخارجي بمواجهة الفساد من خلال القوانين و الاتفاقيات الدولية، و وضع إستراتيجية متعددة الجوانب لاختلاف الثقافات و القيم السائدة في الدول. Summary: Corruption has spread in societies; it has become one of the most important issues for all governments at local, regional and international levels and has become an important part of reform priorities because of the spread of corruption in all aspects of life. To deal with the phenomenon of corruption, which is complex and interdependent on several levels from a legal, security and social point of view, reference must be made to the negative impact of corruption on the state, especially if the developing country seeks to strengthen its economy and construction; adding corruption to the world and its relationship to organized crime, money laundering and the resulting transfer of funds internationally. Therefore, all legislation, both internal and external, has treated corruption through international laws and conventions and has developed a multi-faceted strategy given the different cultures and values prevailing in the countries
