الملخص
الملخص : يعتبر الفساد أحد أهم الظواهر الخطيرة، التي تهدد الدول والمجتمعات سواء كانت متقدمة أو متخلفة، ولكن بدرجات متفاوتة، حيث ترتفع نسبته في المجتمعات النامية ذات الاقتصاد الريعي؛ لتوفر فرص الربح السريع وضعف نظم الرقابة والمساءلة، وغياب الشفافية والإفصاح عن المعلومات. والجزائر كغيرها من العديد من الدول تعرف انتشارا واستفحالا واسعا لهذه الآفة في جميع المجالات والقطاعات، ما أثر سلبا على تحقيق التنمية الشاملة والمستدامة، فبالرغم من تشريعها للعديد من القوانين وتوفيرها للعديد من الآليات والمؤسسات لمكافحة هذه الظاهرة والحد منها، إلاّ أنها فشلت في تحقيق ذلك، ويرجع ذلك أساسا لعدم توفير الظروف الملائمة لمؤسسات وأجهزة مكافحة الفساد وعدم منحها الصلاحيات الكاملة والتمويل اللازم من أجل تمكينها من أداء عملها بكل حرية واستقلالية، بالإضافة إلى عدم توفر الإرادة السياسية القوية والجادة لمكافحة الظاهرة. Abstract: Corruption is one of the most serious phenomena which threatens countries and communities in varying degrees whether they are developed or not. It increases in developing communities with an oil-based economy because of the quick profit opportunities, inspection and accountability systems failure, and lack of transparency and declarations. Like many other countries, this phenomenon is widely spreading in all areas and sectors in Algeria. It, therefore, negatively affects the achievement of sustainable and full development. In spite the fact that Algeria has enacted a lot of legislation, and established many mechanisms and institutions to combat and curb this phenomenon , it failed, basically due to the lack of good conditions for anti-corruption institutions and systems caused by not granting them authority and the necessary funding so that they can work freely and independently , not to mention the absence of the strong political goodwill to tackle this phenomenon.
