تقيـــيـــــــــــــم واقع تطور برامج السياســــــــــــــــــــــة الإسكانية في الجزائــــــــــــــــــــــــــر خلال الفترة (1966-2019)

الملخص
ملخص: تهدف هاته الدراسة إلى إبراز واقع السياسة السكنية في الجزائر،باعتبارها تكتسي اليوم طابعا خاصا من خلال طبيعة و نوعية الحياة التي تعيشها الأمم،إذ تعد المحرك الرئيسي للاقتصاد الوطني،و الدعامة الأساسية للسير الحسن لجميع القطاعات الأخرى. لذا أعطت الجزائر -على غرار باقي دول العالم- اهتماما كبيرا لهذا القطاع من خلال توفير أكبر عدد من السكنات و التجهيزات الجماعية ،بغية الوصول إلى تلبية الطلبات المتزايدة لمختلف شرائح المجتمع في مختلف المدن الكبرى و خاصة الساحلية منها ،و هو ما خلق ضغط كبير على هذه المدن و طرح أزمة السكن .الأمر الذي أدى بالجزائر إلى شد زمام الأمور و انتهاج سياسات إسكانية قصد التصدي لمشكل السكن في البلاد و و تحقيق هدفها المعلن و هو توفير المسكن الآمن لفئات الدخل المحدود و المتدني،و ذلك بوضع برامج و صيغ متعددة للسياسة الإسكانية الواجب تطبيقها. و عليه: "ما مدى نجاعة سياسة تنويع البرامج الإسكانية المتبعة من قبل الدولة الجزائرية في حل أزمة السكن ؟" و لتوضيح ذلك تم إتباع المنهج الوصفي التحليلي في عرض المفاهيم و التوصل إلى نتائج، التي خلصت في جلًها إلى أن ؛ - إن وجود سياسة سكنية فعالة تعتبر الحل الأنسب لمواجهة تحديات هذا القطاع ومنه تحقيق التنمية المستدامة ؛- تنويع البرامج السكنية كمتطلب أساسي لرفع تحديات القطاع السكني.و أهم ما نوصي به:- ضرورة دعم و تنويع أساليب التمويل السكني . Abstract: This study aims to highlight the reality of housing policy in Algeria, as it is today special in nature and quality of life experienced by nations, as it is the main driver of the national economy and the mainstay of good conduct for all other sectors. Therefore, Algeria, like the rest of the world, has given great attention to this sector by providing the largest number of housing and collective equipment, in order to meet the increasing demands of different segments of society in different major cities, especially coastal ones, which created great pressure on these cities and put forward the housing crisis, which led Algeria to tighten the control and adopt housing policies in order to address the housing problem in the country and achieve its goal of providing safe housing. For low- and low-income groups, by developing multiple programs and formulas for housing policy to be implemented: "How effective is the policy of diversifying the housing programmes of the Algerian state in resolving the housing crisis? " To illustrate this, the descriptive analytical approach was followed in presenting concepts and reaching conclusions, which concluded in most of them that an effective housing policy is the most appropriate solution to meet the challenges of this sector, including achieving sustainable development; - Diversification of residential formulas as a prerequisite to meet the challenges of the housing sector.
