التيسير السكني كآلية للتنمية الإسكانية المستدامة في الوطن العربي

الملخص
هدفت الدراسة إلى تحليل مضامين التيسير السكني ضمن سياسات الإسكان المستدام بالبلدان العربية، ومناقشة شراكات القطاعين العام والخاص بهذه المضامين. وترتبط مشكلة الدراسة بأبعاد كثيرة اقتصادية وهيكلية وغيرها، وتتمثل بقصور آليات تيسير السكن للفئات المستحقة. وتستعين الدراسة بالمنهج الوصفي التحليلي لعرض الموضوعات وصولاَ لتسجيل الاستنتاجات والتوصيات في ضوء ما يتم من نقاش وتحليل. ومن توصيات الدراسة: أن جودة تصاميم مشاريع الإسكان الميسر، تتطلب أن تكون مكملة لمعايير جودة الحياة، كما تحتاج مشاريعه لمزيد من عمليات التمكين التدريجي في الشراكات. ومن توصيات الدراسة: تشجيع القطاع الخاص للاستثمار بتقديم المحفزات النوعية والمالية، وتصميم أدلة إرشادية للإسكان الميسر تراعي الأبعاد الجغرافية والاجتماعية والقدرات المالية للفئات المستهدفة بالمشاريع. The study aimed to analyze the implications of housing facilitation within the sustainable housing policies in Arab countries, and to discuss public and private partnerships with these implications. The study problem is linked to many economic, structural and other dimensions, and it is represented by the deficiency of mechanisms to facilitate housing for deserving groups. The study uses the descriptive and analytical method to present the topics in order to record conclusions and recommendations in light of what is being discussed and analyzed. Among the recommendations of the study: The quality of affordable housing project designs requires that they be complementary to quality of life standards, and its projects need more progressive empowerment processes in partnerships. Among the recommendations of the study: Encouraging the private sector to invest by providing qualitative and financial incentives, and designing guidelines for affordable housing that take into account the geographical and social dimensions and the financial capabilities of the target groups in the projects.
