ريادة الأعمال الوقفية كبناء مؤسساتي جديد لتنمية الوقف في الجزائر "قراءة تحليلية في بعض التجارب العالمية الرائدة"

الملخص
ملخص: كان ولازال الوقف ركيزة من ركائز التنمية الاقتصادية والاجتماعية لما له من تأثير كبير في المجتمع، وحتى نعظم هذا الأثر في المجتمع لابد من تفعيل دور الوقف المتمثل في ريادة الأعمال الوقفية والبناء المؤسساتي للمؤسسة الوقفية وهو ما تهدف اليه هذه الورقة البحثية، وحتى يتحقق ذلك لابد من تحويل المؤسسة الوقفية إلى مقاولات انتاجية توفر التمويل الذاتي وذلك بتبني طرق مبتكرة. خلص هذا العمل الذي اتبع فيه الباحثون المنهج الوصفي من أجل جمع وتحليل البيانات إلى أن تحويل المؤسسة الوقفية إلى مؤسسة ريادة أعمال وقفية سيرفع من أداءها، كما يتوجب على ناظر الوقف أن يتحلى بفكر ورؤية المقاول، وذلك من خلال تنويع مصادر التمويل، وكذا البناء المؤسساتي للمؤسسة الوقفية غير أنه يتميز عنه بالطابع الخيري، وهذا ما يعود بالنفع على المؤسسة الوقفية خاصة والقطاع الخيري عامة، وهو ما يساهم في تحقيق التنمية المستدامة. الكلمات المفتاحية: ريادة الأعمال الوقفية؛ التنمية المستدامة؛ الجزائر Abstract : The endowment is one pillar of economic and social development because of its significant impact on society. In order to maximize this impact, the role of the endowment in the entrepreneurship and institutional construction of the endowment institution must be activated, which is the purpose of this paper. In order to achieve this, the Waqf must be transformed into productive self-financing contractors by adopting innovative methods. This work, in which researchers followed the descriptive approach to data collection and analysis, concluded that transforming the Waqf into a Waqf entrepreneurship institution would increase its performance. And the Ombudsman must have the thought and vision of the contractor, Through the diversification of sources of funding and institutional construction of the Waqf Foundation, but characterized by its charitable character, This is beneficial to the Waqf Foundation and the charitable sector , which contributes to sustainable development. Keywords: Entrepreneurship Endowment ; Sustainable Development ; Algeria. Résumé : Le waqf (la dotation) est l’un des piliers du développement économique et social vu son effet dans la société. Ce travail vise à amplifier cet effet en activant le rôle du waqf, via l’entrepreneuriat et le renforcement institutionnel de l’institution du waqf. Et pour y parvenir, on doit transformer l’institution du waqf en entreprise productive qui s’autofinance en appliquant des méthodes innovantes. On a utilisé dans ce travail, la méthode descriptive, pour la collecte et l’analyse des données. On a conclu que la transformation des institutions du waqf en entreprises entrepreneuriales augmentera leur performance. Outre, le Nasir (le gérant du waqf) doit avoir l’esprit d’entrepreneur, en cherchant des sources financières diversifiées, tout en respectant le caractère caritatif. Cela contribue au profit de l’institution du waqf, au secteur caritatif, et à la réalisation du développement durable. Mots clefs : L’entrepreneuriat du waqf ; le développement durable ; l’Algérie.
