Review POIDEX Journal is an international bi-annual and free of charge, published by the Industrial Policy and Development of External Exchange laboratory, faculty of Economic and Commercial and Management Sciences - Abdelhamid Ben Badis University – Mostaganem, Algeria. The journal focuses on the following topics: Economics, Business, Management, Marketing, Renewable Energy, Finance, and Accounting. It provides an academic platform for professionals and researchers to contribute to innovative work in the field. The journal carries original and full-length articles that reflect the latest research and developments in practical aspects of economics, society, and human behaviors. The journal is published in online versions. The online version is free to access and can be downloaded. All papers around the world are very welcome in our International Journal. Manuscripts can be sent at any time for the two issues (in June and December).

Etude de faisabilité des projets représentée par le mémoire d’identification de projet (MIP) Cas de Usine de production des aliments de bétails et volailles TAGHDIA

Résumé: La notion de gestion de projet est un cadre général dont il englobe tous les processus du cycle de vie d’un projet de sa naissance à sa finalisation. L’étude de faisabilité de projet constitue une étape déterminante et incontournable de ce cycle de vie, une cartographie par laquelle on se guide dans ce parcours imprévisible pour arriver à une finalité meilleure et souhaitable. Pour approuver notre étude, on a projeté le modèle d’O’Shaughnessy représenté par le mémoire d’identification de projet (MIP) sur le projet de l’entreprise TAGHDIA à Mostaganem à travers un entretien personnel avec son promoteur. Ce qui nous a permis de mettre en évidence toutes les étapes de cette étude et d’en suivre les dérives constatées lors de la réalisation du projet.

تقيم سياسات استهداف التضخم في الجزائر دراسة تحليلية

الملخص: تهدف هذه الدراسة الى تبيين دور السياسة النقدية في محاربة التضخم في الجزائر، الذي يعتبر من بين الأهداف الأساسية للسياسة الاقتصادية، فتم القيام بدراسة تحليلية للفترة [1990-2020] من خلال مجموعة من المتغيرات، فتبين: ان التضخم في الجزائر لا يعود بالدرجة الاولى الى مشكل نقدي انما يعود لأسباب هيكلية السوق الموازية من جهة والتضخم المستورد من جهة أخرى. كما أن سياسة إعادة الخصم واستهداف التضخم، لم تكن فعالة لان الجزائر لا تستوفي جميع الشروط لتنفذها.

Vers un diagnostique de la situation précaire actuelle de l’hôpital public algérien

Résumé: Nous assistons ces dernières années à des structures publiques de soins désertées, à la fois, par les demandeurs de soins et les professionnels de la santé. Nous allons faire un diagnostique sur cette situation assez difficile qui caractérise l’hôpital public algérien, ainsi nous allons prescrire les solutions qui peuvent contribuer à renverser la vapeur vers un system assez structuré, qui couvre d’avantage les vrais soucis de la population en matière de santé. Nous sommes arrivés à plusieurs résultats qui résument la situation de l’offre de soins de ces dernières années, parmi eux : une législation caduque stagnée dans les années 70, une offre de soins incompatible avec la demande de la population, une formation inadéquate des professionnels de la santé, un système de rémunération peu équitable, etc.

متطلبات تطبيق نظام الإدارة البيئية ISO 14001 نسخة 2015 في المؤسسة الاقتصادية

الملخص: يعد نظام الإدارة البيئية من أهم النظم التي يتم الاعتماد عليها من اجل الحد من ظاهرة التلوث البيئي و تحسين الأداء البيئي للمؤسسات الصناعية و زيادة الوعي البيئي لدى العاملين بها. لقد أدى الاهتمام المتزايد بالبيئة و حمايتها إلى تبني نظام إدارة بيئي متكامل و ذلك من خلال صدور مواصفة الإدارة البيئية ISO 14001 التي تهيئ المؤسسات للتعامل مع القضايا البيئية و إداراتها ضمن سياسة واضحة تحترم القوانين و اللوائح البيئية السائدة و عدم مخالفتها، و كذلك مراعاة هذا الجانب في مختلف أنشطتها ووظائفها. يهدف البحث إلى عرض متطلبات تبني نظام الإدارة البيئية ISO 14001 نسخة 2015، والمكاسب المحققة من طرف المؤسسة جراء تطبيقها هدا النظام. نستخلص مما سبق، أن تطبيق نظام الإدارة البيئية يعد أمرا إلزاميا على المؤسسات من خلال إدماج الاعتبارات البيئية في مختلف أنشطتها، و هذا ما يعود علبها بالإيجاب من خلال تحسين أدائها لبيئي و تحقيق إنتاج أنظف يساهم في حماية البيئة و المحافظة عليها. كلمات مفتاحية: نظام الإدارة البيئية ، ISO، المواصفات القياسية، المعايير الدولية. Abstract: The environmental management system is one of the most important systems that are relied upon in order to reduce the phenomenon of environmental pollution, improve the environmental performance of industrial enterprises and increase environmental awareness among its employees. The growing interest in the environment and its protection has led to the adoption of an integrated environmental management system through the issuance of the ISO14001 environmental management specification, which prepares institutions to deal with environmental issues and their management within a clear policy that respects the prevailing environmental laws and regulations and does not violate them, as well as taking into account this aspect in its various activities and functions. The research aims to present the requirements for the adoption of the environmental management system ISO 14001 version 2015, and the gains achieved by the institution as a result of its application of this system. We conclude from the foregoing, that the application of the environmental management system is a mandatory matter for institutions by integrating environmental considerations in their various activities, and this is what positively returns their cans through improving their environmental performance and achieving cleaner production that contributes to protecting and preserving the environment.
