آليات نجاح تطبيق الحوكمة في الجامعة الجزائرية: أنموذج مقترح

الملخص
هدفت هذه الدراسة إلى تسليط الضوء على واقع الحوكمة في الجامعات الجزائرية، من خلال البحث في الآليات التي يمكن أن تساهم في نجاح تطبيق هذا الأسلوب الإداري الحديث، بغية معالجة الاختلالات التي تعاني منها المؤسسات الجامعية الجزائرية في هياكلها وبرامجها التعليمية ومختلف عملياتها الإدارية، مقترحين من أجل ذلك أنموذجا للحوكمة، وقد اعتمدنا من أجل تحقيق أهداف الدراسة على المنهج الوصفي التحليلي. توصلت الدراسة إلى أن نجاح تطبيق الحوكمة في الجامعة الجزائرية، يتطلب ضرورة توفير كافة الوسائل والظروف والتشريعات القانونية اللازمة لنجاح الممارسات المرتبطة بهذا الأسلوب، في صورة: تدعيم الاستقلالية المالية والإدارية للجامعات، تدعيم الحرية الاكاديمية، الاعتماد على الشفافية في جميع المجالات، تثمين نظام الجودة وتحسينه، التقييم الذاتي المستمر، الاعتماد على مبدأ المساءلة...وغيرها من المبادئ الضرورية، كما يعد إنشاء مجلس لحوكمة الجامعات على مستوى الوزارة الوصية، توكل له مهمة إرساء هذا النظام، وفق مقاربة زمنية محددة ومدروسة، أمرا ذو أهمية بالغة. الكلمات مفتاحية: حوكمة الجامعات، الجامعة الجزائرية، حوكمة الجامعة الجزائرية. تصنيف JEL: I29؛I23؛G24 Abstract: This study focused on the reality of governance in Algerian universities, by researching the mechanisms that can contribute to the success of the application of this modern administrative method, in order to address the imbalances that Algerian university institutions suffer from in their structures, educational programs and various administrative processes. For this purpose, a model of governance has been proposed., In order to achieve the objectives of the study, we relied on the descriptive analytical method. The study concluded that the success of the application of governance in the Algerian university requires the provision of all means, conditions and legal legislation necessary for the success of the practices associated with this method. In the form of: Strengthening the financial and administrative independence of universities and academic freedom, relying on transparency in all fields, valuing and improving the quality system, continuous self-evaluation, relying on the principle of accountability ... and other necessary principles, The establishment of a university governance council at the level of the custodian ministry, entrusted with the task of establishing this system, according to a specific and well-thought-out approach, is of great importance.
