الملخص
نظراً للأهمية البالغة التي يلعبها النظام الإداري الجزائري في نجاح أو فشل السياسة العامة للدولة زاد الإهتمام به بهدف تطويره، وتخليصه من السلبيات، والمشاكل التي يعاني منها، ووضع الآليات الكفيلة بعصرنته، وتكييفه والتطورات التي تشهدها البلاد في شتى المجالات والميادين، وكما هو معلوم فالنظام الإداري الجزائري في صورته الحديثة كان قد مر في تطوره بالعديد ن المراحل التي أثرت كثيراً ببنائه الحالي، ولعل أهم ميزة إتسم بها منذ الإستقلال إلا يومنا هي كثرة السلبيات والمشاكل التي عرفها، ومحاولة الدولة الجزائرية القضاء على هذه السلبيات من خلال إقرار مجموعة من الإصلاحات، والآليات الكفيلة بعصرنته والإرتقاء بأدائه، وهو ما سوف نحاول التعرف عليه من خلال هذه الورقة البحثية التي ستخوض بالتطور التاريخي للنظام الإداري الجزائري،وبعدها التعرف على أهم المشكلات والسلبيات التي يعاني منها، ومحاولات الدولة الرامية للقضاء عليها وإصلاحه، وأخيراً التعرف على بعض الآليات الحديثة التي يمكن إستخدامها لعصرنة النظام الإداري الجزائري. : With the critical importance that the Algerian administrative system plays in the success or failure of the state's public policy, interest in it has increased with the aim of developing it. rid it of the negatives and the problems it suffers from, and put in place mechanisms to modernize and adapt it and the developments that the country is witnessing in various fields and fields, as is well known, the Algerian administrative system in its modern form had gone through many stages in its development that greatly affected its current construction. Perhaps the most important feature that has characterized it since independence until today is the many negatives and problems that it has known, and the Algerian state’s attempt to eliminate these negatives through the adoption of a set of reforms, and mechanisms to modernize it and improve its performance. We will try to identify through this research paper, which will delve into the historical development of the Algerian administrative system, and then identify the most important problems and drawbacks that it suffers from and attempts by the state to eradicate and reform it, Finally, identifying some of the modern mechanisms that can be used to modernize the Algerian administrative system.
