التحول من البيروقراطية إلى الإلكتروقراطية -دواعيه ومتطلباته-

الملخص
يشهد عالم اليوم العديد من التغيرات الديناميكية والسريعة بسبب الانفجار المعرفي والتطور الكبير في التقنية، وقد أثرت هذه التحولات على مختلف التنظيمات باختلاف مجالاتها الاجتماعية والاقتصادية والسياسية والتربوية وغيرها؛ وساهمت في بروز مفاهيم جديدة في الإدارة والتسيير، وتسعى كل التنظيمات باختلاف مجالاتها إلى تحقيق التكيف مع مختلف هذه التغيرات، بانتقالها من أنماط تسيير تقليدية إلى أنماط حديثة تأخذ بعين الاعتبار المتغيرات المحيطة بها، ولعل من أبرز أشكال هذا الانتقال في العصر الحديث هو الانتقال من نمط التسيير البيروقراطي إلى نمط جديد يمزج بين البيروقراطية والتقنية، ويستخدمها على نطاق واسع حيث يتم بموجبها تأدية العمل الإداري وتقديم الخدمات إلكترونياً، ويطلق على هذا النمط الإلكتروقراطية؛ ونسعى من خلال هذه الورقة البحثية إلى تحديد المفاهيم المرتبطة بالبيروقراطية والإلكتروقراطية، والوقوف على مبررات الانتقال من البيروقراطية إلى الإلكتروقراطية ومتطلباته. Today's world is witnessing many dynamic and rapid changes due to the explosion of knowledge and the great development in technology. These transformations have affected various organizations in their social, economic, political, and educational fields, among others. They also contributed to the emergence of new concepts in management. Importantly, all organizations in different fields seek to achieve adaptation to these various changes by moving from traditional management patterns to modern patterns. The latter take into account the variables surrounding them, and perhaps one of the most prominent forms of this transition in the modern era is the transition from a bureaucratic management to a new pattern that mixes bureaucracy and technology. Such a pattern is used on a large scale, according to which administrative work is performed and services are provided electronically, and this pattern is called electrocracy. In view of the foregoing, the present paper seeks to define the concepts which related to bureaucracy and electrocracy, and to find out the justifications and requirements for the transition from bureaucracy to electrocracy.
