تحالف المؤسسات العمومية ذات الطابع الصناعي والتجاري في إطار قانون الصفقات العمومية

الملخص
تسعى الجزائر كدولة يعيش اقتصادها مرحلة انتقالية لإيجاد حلول وسط تمكنها من تفعيل المبادئ الأساسية لاقتصاد السوق،إذ تعتبر المؤسسة العمومية بمفاهيمها المختلفة احد أهم صور تدخل الدولة في النشاط الاقتصادي ،وبهذا تحتاج الموازنة بين االدور الاجتماعي للدولة و مقتضيات تحقيق التنمية الاقتصادية ،إلى إعمال المرونة اللازمة لتحفيز كل الفاعلين الاقتصاديين للعب الدور المنوط بهم، بات التسليط على أنواع التحالفات ضرورة حتمية للنهوض بالاقتصاد الوطني لمواجهة التحديات و مختلف الازمات من بين التحالفات هذه هي التجمع المؤقت للمؤسسات في إطار تنظيم الصفقات العمومية. الكلمات المفاتيح: التحالفات الصناعية-التجمع المؤقت للمؤسسات-الصفقات العمومية Abstract : Algeria, as a country whose economy is in a transitional phase, seeks to find compromise solutions that enable it to activate the basic principles of a market economy, as the public institution, with its various concepts, is one of the most important forms of state intervention in economic activity. To motivate all economic actors to play the role assigned to them, it has become an imperative to shed light on the types of alliances to advance the national economy to face challenges and various crises. Among these alliances is the temporary gathering of institutions within the framework of organizing public deals. Key wordsIndustrial alliances - temporary grouping of companies - public deals Résumé L'Algérie, en tant que pays dont l'économie est en phase de transition, cherche à trouver des solutions de compromis qui lui permettent d'activer les principes de base d'une économie de marché, car l'institution publique, avec ses divers concepts, est l'une des formes les plus importantes de l'État intervention dans l'activité économique. Pour motiver tous les acteurs économiques à jouer le rôle qui leur est assigné, il est devenu impératif de faire la lumière sur les types d'alliances pour faire avancer l'économie nationale pour faire face aux défis et aux crises diverses. Parmi ces alliances figure le rassemblement temporaire des institutions dans le cadre de l'organisation des marchés publics.
