الملخص
ملخص أثر التطور الكبير الحاصل في مجال تكنولوجيا الإعلام والاتصال على كافة جوانب الحياة العامة، وبالتالي أحدث تغيرا جوهريا في شكل ودور الأجهزة الحكومية وعلاقاتها مع بعضها البعض ومع المواطنين، وهذا ما استلزم ظهور مفهوم الحكومة الإلكترونية التي تهدف أساسا إلى تحسين علاقة الحكومة بالمواطنين من خلال تسهيل عملية الاتصال وتقديم خدمات عمومية إلكترونية إليهم، تجارب الدول تختلف في هذا المجال، فمنها من قطعت أشواطا كبيرة ومنها من تسجل تقدما ملحوظا، ودول أخرى لازالت في البدايات الأولى على طريق ارساء الحكومة الالكترونية، وسنحاول من خلال هذه الورقة البحثية تحديد أهم التحديات التي تعترض الحكومة الذكية ، ثم تقديم تجربة الجزائر والخروج بأهم التحديات التي تنتظر الجزائر. abstract The development in the field of information and communication technology has affected all aspects of public life. Thus, they fundamentally changed the form and role of government agencies and their relations with each other and with citizens, this development led to the emergence of the concept of e-government, which aims mainly to improve the relationship of the government with citizens by facilitating the process of communication and providing electronic public services to them. The experiences of countries differ in this field, some of them have made great strides, and some of them are recording remarkable progress, and other countries are still in the early beginnings on the path to establishing e-government. we will try through this research paper to identify the most important challenges facing the smart government, then present the experience of Algeria and come up with the most important The challenges that await Algeria
