بنية المجتمع المدني في الجزائر وأسس تفعيله

الملخص
يعد المجتمع المدني الإطار العام الذي يمتد ويربط بين الأفراد والدولة، فهو يشكل قنوات اتصال تسمح بمشاركة الأفراد سواء فرديا أو جماعيا في مختلف الأنشطة، وتنظيمهم في جماعات ذات قوة للتأثير في السياسات العامة، وتسيير الموارد بكل شفافية لتحقيق التنمية. وصار يعبر عن علاقات غير مباشرة بين المواطن والدولة، تتوسطها مؤسسات المجتمع المدني من أحزاب وجمعيات ونقابات وغيرها؛ إن وجود هذه المؤسسات شأنها شأن مختلف التنظيمات، تخضع لقواعد وآليات خاصة بها، ولتكون ناجعة وفعالة تحتاج إلى متطلبات أو شروط لا بد من توافرها. Abstract : Civil society is the general framework that extends and links between individuals and the state, as it forms communication that allow individuals to participate, whether individually or collectively, in various activities, and to organize them into groups with power to influence public policies, and to transparently manage resources to achieve development. And it began to express indirect relations between the citizen and the state, mediated by civil society institutions such as parties, associations, trade unions and others. The existence of these institutions, like all organizations, are subject to rules and mechanisms of their own, and for them to be efficient and effective, they need requirements or conditions that must be met.
