تنمية الفعل المقاولاتي في إطار نموذج النمو الاقتصادي الجديد وأثره على التشغيل

الملخص
لم تتوقف تداعيات انخفاض أسعار النفط في الجزائر على الجانب الاقتصادي فحسب، بل تعدى ذلك ليؤثر بطريقة مباشرة أو غير مباشرة في الجانب الاجتماعي حيث لجأت الحكومة إلى تقليص فرص التشغيل وبرامج التنمية كإجراء تقشفي لمواجهة تراجع العوائد. فكان لابد من الحكومة الجزائرية محاولة تدارك الوضعية السيئة، باتخاذ الإجراءات الملائمة، لذا أطلَّت بنموذج اقتصادي جديد سنة 2016 والذي عملت الدولة من خلاله لتجاوز الأزمة الاقتصادية من جهة وأزمة التشغيل من جهة أخرى من خلال تعزيز دورها في دعم المقاولاتية في مختلف القطاعات، ومن ثم الخروج من وضع التبعية المطلقة للمحروقات إلى رحابة اقتصاد متنوع تنافسي، من خلال جملة إصلاحات هيكلية "مرحلية "عميقة تمتد إلى سنة 2030 . ولغرض إبراز دور الحكومة في ترقية المقاولاتية في إطار النموذج الجديد ومستقبلها في الاقتصاد،ومدى مساهمتها في خلق فرص الشغل تسعى هذه الدراسة إلى ذلك من خـلال تأصيلها لمفهوم المقاولاتية ثم مركزها في نموذج النمو الاقتصادي الجديد ، لتختتم بتوصيات وحلول ونتائج مهمة. Abstract The repercussions of the decline in oil prices in Algeria have not only stopped on the economic side, But also to directly or indirectly affect the social aspect as the government resorted to reducing the opportunities for employment and development programs as an investigative measure to face the decline in revenues. It was necessary for the Algerian government had to try to correct the bad situation, To take appropriate measures. Therefore, the government embarked upon a new economic model in 2016, in which the State worked to overcome the economic crisis on the one hand and the employment crisis on the other, by strengthening its role in supporting enterprises in various sectors, And thus out of the absolute dependence of hydrocarbons into a competitive diversified economy, through a series of deep "phased" structural reforms to 2030. In order to highlight the role of the government in the promotion of entrepreneurship within the framework of the new model and its future in the economy, and the extent of its contribution to the creation of employment opportunities, this study seeks to achieve this by establishing the concept of entrepreneurship and then its position in the new economic growth model.
