الملخص
ملخص: تؤكد مرارا السلطات العمومية للبلد على النهج الإجتماعي، والذي يعد قطاع السكن حجرا أساسا في تطبيق ملامحه، سيما ضمن الولايات الجنوبية، إذ نحاول من خلال هذه المقالة العلمية تسليط الضوء على حجم الإعتمادات المالية وعدد العمليات المنفذة بولاية تندوف تحديدا، وما جاءت به في تطوير قطاع السكن، كما لا يفوتنا تسليط الضوء على الخصوصيات التي يأتي بها تنظيم الصفقات العمومية والتي من شأنها إنجاح نفقات التجهيز المرصدة بالمنطقة وتقديم توصيات مهمة للظفر بنجاعة الطلب العمومي وتقديم سكنات ذات جودة. Abstract: The country's public authorities repeatedly emphasize the social approach, of which the housing sector is a cornerstone in the application of its features, especially within the southern states, as we try through this scientific article to shed light on the volume of financial appropriations and the number of operations carried out in the state of Tindouf in particular, and what it brought about in the development of the housing sector. Let's look at the specifics that the public procurement law brings, which would make the equipment expenses allocated in the region a success, and make important recommendations to braid the efficiency of public procurement and provide quality housing. Résumé: Les pouvoirs publics du pays mettent à plusieurs reprises l'accent sur l'approche sociale, dont le secteur du logement est la pierre angulaire dans l'application de ses caractéristiques, notamment dans les wilayas du sud, alors que nous essayons, à travers cet article scientifique, de faire la lumière sur le volume des crédits financiers et le nombre des opérations réalisées dans la wilaya de Tindouf notamment, et ce qu'elles ont apporté dans le développement du secteur de l'habitat. Nous devons examiner les spécificités qu'apporte l'organisation des marchés publics, qui garantiraient le succès les dépenses d'équipement allouées dans la région, et formuler des recommandations importantes pour gagner l'efficacité de la demande publique et fournir un logement de qualité.
